Prior to the bill being deferred, Council Member Sam Newby, sponsor of the proposed legislation, explained that a third amendment had been added that waived the Ordinance Code’s provision requiring that the Historic Preservation Commission review the renaming legislation for its input.  Assistant General Counsel Paige Johnston provided additional background on the ordinance and explained the waiver.

Council Member John Crescimbeni suggested that the item be deferred.

At the end of the agenda items, the panel heard a presentation on the Joint Agency Task Force Update on Supplier Diversity.  The update presentation was led by John McCarthy, Director, Procurement Services, JEA.

 

Mr. McCarthy explained that the Joint Agency Task Force and Jacksonville’s Supplier Diversity Programs was a collaborative work that involved the City of Jacksonville, the Jacksonville Aviation Authority, the Jacksonville Port Authority, the Jacksonville Transportation Authority, JEA, Duval County Public Schools in partnership with CareerSource Northeast Florida.

 

Mr. McCarthy provided background on the Jacksonville Small & Emerging Business (JSEB) that was created in 2004 by the City and its subsequent adoption by JAXPORT and JEA.  Other programs explained included  the Disadvantage Business Enterprise (DBE), Minority/Women Business Enterprise (M/WBE) and Small Business Enterprise (SBE).Mr. McCarthy explained how the Task Force had sponsored numerous meetings and events to focus on achieving goals for local small, women and minority owned businesses.  Those outreach programs include increasing the pool of available bidders and increasing participation on contracts. An additional goal was the creation of a one-stop procurement process for City contracting.

 

Mr. McCarthy and representatives of the School Board and JTA fielded numerous questions from the panel.
