Council President Greg Anderson thanked Council Members Reggie Brown and John Crescimbeni for their work on the JEA Agreement Special Committee whose work is culminated in this legislation.  He implored the Committee to recommend approval of the proposed substitute ordinance.  Phillip Peterson explained the sub-re-refer process. Council Vice President Boyer explained the legislation and referenced the Council Auditor’s summary attached to the back pages of the marked agenda.

Council Vice President Lori Boyer explained what the legislation entailed and fielded questions.  She explained that the Mobility Plan had to be updated every five years; the bill extends the deadline for filing a report to March 2017.  She further explained that the development community is anxious to see this legislation enacted and implemented.

Dr. Kelli Wells, Director, Florida Department of Health in Duval County, provided the Committee with a PowerPoint presentation on the Zika Virus.  She indicated that the Health Department is partnering with the City’s Mosquito Control Division in raising awareness of the problem and how to take measures to minimize risks.  She reiterated the challenge of educating the public, particularly In measures like “drain and cover.”

 

John Pappas, Director, Public Works Department, and Jordan Pope, Manager, Public Affairs, JEA, gave  a presentation in response to the questions that the Committee raised at its February 1, 2016 meeting pertaining to

the LED street  lighting conversion project.

 

Nancy Kilgo, JEA, provided the Committee with a presentation on JEA solar programs and the new solar systems that the JEA was putting together throughout the City.
