Meeting Convened:
4:02 p.m.
President Bowman called the meeting to order and said that he will be
having a moment of silence at the beginning of the meeting in memory of the
Sheriff’s officer killed this week. He reported that had spoken to the Duval
Legislative Delegation yesterday at its public hearing about the City’s priorities
for the upcoming legislative session. He reminded the members that the
committee meetings the first week of January have been moved to Wednesday and
Thursday because of the New Year holiday. The City Council holiday open house
is tomorrow from 4:00 to 7:00 p.m. The Sulzbacher
Center for the Homeless luncheon and tour at the new Urban Rest Stop is also
tomorrow. The Council’s ugly/spirited sweater contest will be judged
immediately after the agenda meeting. NAIOP will be providing dinner for the
City Council after the agenda meeting.
The President asked for the committee reports.
NCSPHS Committee: Council Member Newby reviewed the actions of the
committee from its meeting.
TEU Committee: Council Member Ferraro reviewed the actions of the
committee from its meeting.
Finance Committee: Council Member Anderson reviewed the actions of the
committee from its meeting.
Rules Committee: Council Member Hazouri reviewed the actions of the
committee from its meeting.
LUZ Committee: Council Member Becton reviewed the actions of the
committee from its meeting.
2018-776 (appropriating $50,000.00 from Investmnt
Pool Earnings on Fair Share Agreemnt Proj. to Provide Funding for the Moncrief Rd Diet Study) will
have a floor amendment. 2018-822 (amending the Jacksonville Ethics Code) will
be pulled from Consent Agenda and 2 floor amendments will be offered. 2018-790
(Approp $2,775,000.00 from Gen Fund/Gen Svcs Dist Fund balance to var Accounts to Fund Community Projs
Apvd by Ord 2018-544-E) was recommended for defeat by
its committees of reference. Members were reminded to vote the red button to
support the committee recommendation.
There will be a 2 item addendum to the agenda – introduction of resolutions
congratulating the City’s two high school football state championship teams
from Raines and Mandarin High Schools.
Council Member Crescimbeni asked that 2018-538 (Amending the Zoning
Code with regard to commercial uses permitted by right and by exception) be postponed for another cycle to let industry representatives
comment on new language proposals. The public hearing will be opened and
continued.
Council Member Schellenberg asked that CFO Joey Greive meet with him
after the meeting to discuss 2018-756 and -757 (collective bargaining
agreements with the police and fire unions).
Council Member Crescimbeni said
that he will offer a floor amendment 2018-772 (appropriating $15,000.00 from
Special Law Enforcement Trust Fund to provide Continuation Funding for
Operation Homeward Bound) to require that the originating agency referring
persons to be provided with transportation be tracked.
