Meeting Convened:

President Bowman called the meeting to order and asked for the
committee reports.
Rules Committee: Council Member Hazouri reviewed the actions of the
committee from its meeting.
Mr. Hazouri said that the Rules Committee has filled a large
percentage of the board and commission vacancies and still needs
recommendations for the Council on Elder Affairs and the TRUE Commission.
TEU Committee: Council Member Ferraro reviewed the actions of the
committee from its meeting.
NCSPHS Committee: Council Member Newby reviewed the actions of the
committee from its meeting.
Finance Committee: Council Member Anderson reported that all of his
committee’s items have been previously covered.
LUZ Committee: Council Member Schellenberg reviewed the actions of the
committee from its meeting.
President Bowman said that he would postpone 2018-538 (Zoning Code
amendment regarding uses permitted by right and by exception in commercial
zones) after receiving several requests from the Jacksonville Automobile
Dealers Association. Council Member Crescimbeni said that the bill has been
deferred in the LUZ Committee for several cycles. He has a meeting with the
JADA representative this Thursday to discuss the bill.
President Bowman said that the Finance amendment will be moved on 2018-707
(Approp $687,849.88 collected from Auction of Properties on City's Affordable
Housing Inventory List to estab Infill Dev Incentive Prog). There is a 1-item
Addendum to the Agenda for introduction only.
Council Member Anderson announced that there will be a noticed meeting
at 2 p.m. tomorrow to finalize the Council’s budget priorities and all members
are invited to attend.
December 12th will be the City Council service day at the
Sulzbacher Center for the Homeless. The City Council open house will be that same
afternoon at 4 p.m.
Mr. Bowman said that the City will be participating in a resiliency
team exercise beginning in January that will meet twice a month, and asked for
a council member to volunteer to serve. The group will look at issues related
to sea level rise, coastal flooding, resilience and similar issues. Council
Member Boyer said that she understands the group is strictly interested in
coastal flooding issues and not inland drainage issues.
Council Member Schellenberg announced that the JEA board had selected
Aaron Zahn as the new CEO of JEA earlier today.
