(ORD Adopt Small Scale FLUM Amend to 2030 Comp Plan 6215 Wilson Blvd & Neighboring Propty on Wilson Blvd from LDR & MDR to RPI): Per OGC,

1.      revises the requested land use change to RPI (2.13 acres) and CSV (3.19 acres)

2.      increases total acreage change from 4.35 to 5.32 acres

3.      attaches Revised Exhibit 1 (revised legal description)

4.      attaches Revised Exhibit 2 (revised site map)

1.      revises the requested rezoning to RMD-D, CRO and CSV

2.      increases the total acreage of the rezoning from 6.73 to 11.37 acres

3.      attaches Revised Exhibit 1 (revised legal description)

Amendment

(Rezoning 3821, 3823, 3847 Zion Rd, 0, 3523& 3537 Spring Park Rd; 3824, 3840 & 3850 Emerson St btwn Emerson St & Spring Park Rd from RLD-60, CO, CCG-1 & CCG-2 to PUD): Per OGC, rezoning approved subject to conditions:

1.                  Vehicular access from the site to Zion Road shall be prohibited.

2.                  The developer shall obtain a City Right-of-Way permit to remove existing driveways along Zion Road and install 2-inch caliper evergreen trees every 25 feet along the right-of-way and re-sod removed driveway areas.

3.                  Prior to the first final inspection within any phase of development, the owner or their agent shall submit to the Planning and Development Department for its review and approval either (a) an affidavit documenting that all conditions to the development order have been satisfied, or (b) a detailed agreement for the completion of all conditions to the development order.”

Amendment

(ORD-MC Estab The District Community Dev District; Describing External Boundaries of  "The District CDD"; Naming The District CDD; Naming Initial Dist  Bd. of Supervisors; Amend Chapt 92 (Uniform Dev Districts), Ord Code, Sec 92.22  (Existing Community Dev Districts), to Include The District CDD)

1.      Attach new Exhibit 3 (Planning Department Report)

2.      Clarify whereas clause on pg. 1, lines 28-31 to explain OGC and Planning Dept. memos

3.      Pg. 3, line 13 correct Municipal Code Section reference

4.      On page 1, line 26, the words “a dependent” are changed to “an independent” district.

5.      A new Section 4 is added that outlines the special powers that are requested for the CDD.  These special powers are for parks; fire prevention; school buildings; and security, but regarding security, it was specifically stated that the community was not intended to be gated.

6.      The points listed in #2 above will be added to Section 92.22, Ordinance Code as part of the explanation of The District Community Development District, as it will appear in the Ordinance Code.

7.      The Sections in the legislation are re-numbered to account for the addition of the new Section 4.

1. Correct spelling of Foundation name

2. Revise on file document to correct scriveners, section references, and clarify term language in lease and use agreement

3. Amend annual lease amount from $10 to $1.

(ORD Approp $107,572.47 from Gen Capital Projs Rsv to Marine Fire Station #39 - Dock Repair & Facilities Capital Maintenance Gov't to Repair docks at Marine Fire Station No. 39 to partially fund the replacement of an HVAC Roof-top Unit at SOE; Amend 2019-2023 CIP to increase funding for Projs "Marine Fire Station #39 - Dock Repair/Replace" & Facilities Capital Maintenance - Gov't):

1. Add oversight department

2. Attach Revised Exhibit 2 (corrected CIP sheets)

(ORD Auth Lease Agreemt with The Brick Coffee House, Inc. and any renewal options, said lease being for a term of 5-Yr Term with 2 options to Renew for 5-Yr Terms): revise On File document (revised lease agreement) to correct scrivener’s errors and remove reference to property manager from lease agreement.

(ORD Approp $2,135,500.00 ($1,601,625.00 from FEMA & 25% City Match of $533,875.00  from Gen Fund Fund Balance) for the Hazard Mitigation Grant Prog Group to Retrofit 24 Fire Station Bldgs through the purchase  and installation of Emerg Generator Systems to Reduce and/or mitigate damage that might otherwise occur from severe weather or other hazards):

1. Clarify funding source for City match

2. Correct formatting on pg. 1 of bill

3. Capitalize “management” on pg. 2, line 8

4. Attach Revised Exhibit 1 to correct BT
