Amendment

(Auth the Community Aesthetic Feature Agreemt with FDOT for Design, Installation & Maint of a Mosaic Art Proj):

1. Revise language in Section 4 of bill to clarify maintenance funds will be set aside by Groundwork

2. Attach Revised Exhibit 2 (revised letter from Groundwork Jax) to reflect total project cost of $22,500 will be covered by Groundwork.

 

Floor (Gaffney): strike “purchase” and insert “design, development”; attach Revised Exhibit 2 (revised letter from Groundwork Jax); on p. 3, line 15 strike “payment” and insert “an amount” and strike “received from” and inser “set aside by”.

1. Revise appropriation amount down by $10,000 to $2,570,000

2. Remove Septic Tank Phase Out project funds as a funding source

3. Strike reference to the Septic Tank Phase Out project as an amendment to the CIP

4. Attach Revised Exhibit 1 (revised BT) to change funding sources and project amounts

5. Attach Revised Exhibit 2 (revised CIP sheets) based on above changes

LUZ: reference subject property listing “attached hereto” as Exhibit 1; attach Revised Exhibit 3 (revised written description); attach Revised Exhibit 4 (revised site plan).

 

Floor (Boyer): LUZ amendment, plus adds parking ratios as a condition in the Ordinance (as opposed to just a term in the Written Description)

1.      For apartment units, a minimum of 1.3 parking spaces per 1 bedroom dwelling unit and a minimum of 1.5 parking spaces per 2 or more bedroom dwelling unit. If more than 50% of apartment units, in the aggregate, contain 2 or more bedrooms, a PUD amendment (rezoning) will be required to address the parking requirements herein. For townhomes, parking will be provided at a minimum of 1.5 parking spaces per dwelling unit.

2.      Prior to the first final inspection within any phase of development, the owner or their agent shall submit to the Planning and Development Department for its review and approval either a) an affidavit documenting that all conditions of the development order have been satisfied; or b) a detailed agreement for the completion of all conditions of the development order.

Amendment

(Rezoning 12900 Broxton Bay btwn Airport Center Dr & Cole Rd from PUD to PUD): Per OGC, strikes the provision that Nautica Drive shall remain open to the public and inserts a provision that Nautica Drive shall be a private road that ensures traffic circulation between the commercial and residential parcels within the River City Marketplace PUD; attaches a Revised Exhibit 4 (revised site plan); adds the following conditions:

4.      The unimproved section of Nautica Drive shall be completed.

5.      Prior to the first final inspection within any phase of development, the owner or their agent shall submit to the Planning and Development Department for its review and approval either:

a)      An affidavit documenting that all conditions of the development order have been satisfied; or

b)      A detailed agreement for the completion of all conditions of the development order.

Amendment

(Repealing Chapt 128 (Risk Management Program), Ord Code & Creating New Chapt 128 (Risk Management Program):

1. Add language clarifying that the stated percentages for funding the Joint Operating Reserve are the minimum amounts and they may be adjusted by the CFO at the end of each three year funding period, but not below the minimum.

2. Strike reference to participants repaying the Joint Operating Reserve.

3. Clarify June 1 deadline for the submission of the Risk Mgt. Annual Report and actuarial report.

4. Add language clarifying that the assessment can be paid in partial amounts for no longer than three years.

5. Require documentation of CFO rationale for choosing assessment or the Joint Operating Reserve.

6. Correct references from “Auto Liability” to “Automobile Liability”.

7. p. 14, line 26-27, add “Component” after “Workers’ Compensation” and “Liability”.
