Substitute

(Closing & Abandoning &/or Disclaiming a 340' Portion of a 33' R/W known as Lofton Alley): reduces the length of the closure by 7 feet (to 333 feet); reserves to the City and JEA easements for utilities and ingress and egress; specifies that the City has no maintenance responsibilities; requires execution of a hold-harmless agreement by the applicant; reserves easement for ingress and egress for the adjacent residential property owners; makes the abandonment contingent upon City Council passage of Ordinances 2017-833 and -834.

(Appeal filed by Robert M Harris Trust appealing Final Order of Planning Comm that Apvd Exception Appl E-17-78 to Bold Bean Retailers, Inc, to allow Permanent or Restricted Outdoor Sale & Svc): remands the matter back to the Planning Commission with the specific instruction to withdraw application E-17-78, thereby terminating the previous approval without prejudice; provides for return of applicant fees.

NCSPHS - Remove Section (a) and insert Section (b) and correct formatting

 

Finance/LUZ – NCSPHS amendment, plus adds several clarification provisions about the location and permitted uses of the new sign.

Floor (Boyer): provides that no more than 30% of the total cost of the sign may be expended from the Memorial Arena Audio/Visual/Scoreboard/Broadcast project account and the Baseball Grounds project account collectively within the Sports Complex Capital Maintenance Subfund.

Amendment

(Rezoning 11211 Atlantic Blvd from PUD to PUD): approves rezoning subject to conditions:

(1)        All sag lenses, drop lenses and convex lenses shall be prohibited.  Illumination levels at all property lines shall not exceed one (1.0) f. c. when abutting non-residential properties.  All lighting lamp sources within parking and pedestrian areas shall be metal halide, compact fluorescent or LED.  The maximum light pole height in all parking areas should not exceed thirty feet (30’ 0”). An exterior lighting design plan, including a photometrics plan, pole and fixtures schedules shall be submitted at the time of Verification of Substantial Compliance for review and approval by the Planning and Development Department.

(2)        Prior to the first final inspection within any phase of development, the owner or their agent shall submit to the Planning and Development Department for its review and approval either (a) an affidavit documenting that all conditions to the development order have been satisfied, or (b) a detailed agreement for completion of all conditions to the development order.

Substitute and rerefer

(Amend FY 2017-2018 Budget for Tourist Dev Council by Substituting a Revised Schedule W to Ordinance 2017-504-E (Budget), to amend Several Budget Line Items under Marketing & Convention Sales): appropriates $100,0000 from the TDC Contingency account to the Tourism Marketing budget; increases funding for the Tourist Bureau Services budget by reassigning funds  for the execution of a contract with Visit Jacksonville Inc. for that service; all plan components remain in compliance with the TDC plan.

(Amend Sec 656.1510 - Wireless Communication Antennas; Create new Chapt 711, Part 4 (Communications Facilities), Subpart A (Registration & Gen Provisions), Subpart B (Underground Communications Facilities), Subpart C (Small Wireless Facilities); Repeal Part 4 (Communication/Registration) & Part 4A (Site Leases for Small Cell Antennas on City Improvemts): establishes registration requirements for companies seeking to utilize City rights-of-way; creates an application and permitting process for use of rights-of-way; identifies objective design criteria standards for small cell installations; reorganizes Part 4 of Chapter 711 regarding communications facilities in City rights-of-way.

(Restating Intent of the Council that a Redev Agcy for what is now known as "King/Soutel Crossing"): clarifies that the rewrite of Ch. 500 will require Council approval; on pg. 2, line 26, corrects F. S. reference scrivener’s error.

(Declaring Surplus Vehicles & Auth Transfer to Town of Baldwin): corrects value of the C1500 to $6,000 and the value of Impala to $4,475 within the bill; on pg. 1, line 28 add 2004 after “certain”; attaches revised Exhibit 2 (Declaration of Surplus) and revised Exhibit 3 (Transfer Forms) to correct vehicle model.
