Amendment

(ORD Amend the Beach Community Development District's Boundary, to Remove Approx 25.41 Acres from said District):

 

TEU: Removes language concerning the “delayed district contraction date” due to the debt being paid.

 

LUZ: TEU amendment, plus attaches revised On File document to correct acreage amount.

Amendment

(RESO-Q re Appealing Final Order of Planning Commission Apv Zoning Exception Appl E-19-13 for Auto Storage Yard, Bus & Tractor Storage, Bldg Trades Contractor with Outdoor Storage at 5918 Commerce St):

1.      Denies the appeal.

2.      Upholds Exception E-19-13 subject to conditions:

-          A minimum 5 foot setback from all property lines for a landscape and fence buffer shall be provided.

-          At the setback line, the applicant shall install a wood fence that is 95% opaque.

-          On the right-of-way side of the fence, the applicant shall install one evergreen tree (3 inch caliper and 12 feet in height) every 25 feet on center, or, if the trees are Live Oaks, every 40 feet on center.  The applicant shall have two (2) years from the commencement of a use permitted by Zoning Exception Application E-19-13 to comply with this condition.

-          An evergreen hedge shall be provided in the buffer, and shall be 2.5 feet in height at the time of planting. The applicant shall have two (2) years from the commencement of a use permitted by Zoning Exception Application E-19-13 to comply with this condition.

(ORD-MC Chapt 714 (Neighborhood Assessment Programs); Creating new Pt 4 to establish a water, sewer, and reclaimed water program area):

1. Pg. 1, line 7 inserts “Program” after “General”.

2. Pg. 6, line 9 removes the ellipses.

3. Pg. 8. Line 2 underlines “shall” to show it is new language.

4. Pg. 10, line 7 and pg. 17, line 29 rewrites fee language to reference Part 1 fees.

1. Corrects project name.

2. Corrects formatting on pg. 1 of bill.

3. Adds CIP amendment language.

4. Attaches new Exhibit 2 (CIP project information sheet).

(ORD-MC Amend Chapt 652 (Floodplain Mgmt Ord)):

1. Pg. 1, line 14 corrects “variance” to “variances”.

2. Includes title of Section 652.501 in title of bill on page 2, line 14.

3. Adds Section 652.1102 to title of bill.

4. Removes Sec. 652.502 since it will not be amended.

5. Clarifies that the Chiefs of Bldg. Inspection, Engineering and Construction Mgmt. Div. and Development Services Div. will now hear variances and appeals.

6. Clarifies Floodway setback definition.

7. Clarifies Elevation requirements.

8. Adds requirement for off-grade or stem wall construction techniques.

9. Provides that Elevation requirements are not effective until a Local Amendment to Florida Building Code is approved.

(ORD Auth & Apv Mayor & Corp Sec. to Execute & Deliver an Agreemt btwn the City of Jax & the Wildlife Rescue Coalition of Northeast Florida, Inc. for Lease of Propty within the Arlington Lions Club Pk):

1. Includes lease term and lease rate in bill.

2. Clarifies in bill that either Modular Buildings or Trailers will be placed on the leased property.

3. Attaches Revised Exhibit 1 (revised map).

4. Attaches Revised Exhibit 2 (revised agreement) to:

 - clarify that the Lease is for a portion of the Premises and all responsibility of lessee relates only to that portion of the Premises and

 - attach Revised Exhibit A to clarify that modular buildings or trailers will be placed on the leased property.
