Meeting Convened: 9:03 a.m.

 

Chairman Anderson called the meeting to order and reviewed the Auditor’s marked agenda which included 1 items marked for deferral, 10 items ready for action (1 recommended for withdrawal), and 21 items for second reading and re-referral. The Council Auditor will present reports #747B, Follow-up on Audit of Indirect Cost Allocation, #790A, Follow-up of DAVID Compliance Audit (Neighborhoods Department), and #791A, Follow-up of DAVID Compliance Audit (Clerk of Courts) at the end of the meeting.

2019-325 ORD Approp $474,018,465.15 within Various 310 Series Capital Proj Funds to Balance Rev & Expenses at the Proj Level as part of a clean-up of Enterprise Resource Planning: Amend/Move. Mr. Anderson explained the need for multiple bills (see also 2019-327) to clean up financial records in preparation for the conversion to the new Enterprise Resource Planning (ERP) system and noted that these bills do not create or extinguish any cash or spending capacity, only reconcile for accounting purposes. He will ask the committee if they are comfortable with authorizing some alternative to legislation as a means of reconciling these funds, possibly with the review of the Council Auditor’s Office.
