definition of incidental landscaping and the maintenance of trees planted
with the proceeds of the Tree Protection Trust Fund. City Arborist Kathleen
McGovern said there are benefits to having incidental landscaping for the
health of the tree, but the cost of installing and maintaining it are
considerably more than the tree itself. Council Member Boyer clarified that
the cost of a tree planting includes a warranty for a year or two to ensure

Report #790A Follow-up of DAVID Compliance Audit
Neighborhoods
DAVID means Driver
and Vehicle Information Database, which is a state database that allows sharing
of information on motor vehicles following execution of a Memorandum of
Understanding with the state. The Neighborhoods Department has decided to
discontinue use of the system so no further follow-up of the previously pending
issues is needed.
Report #791A Follow-up of DAVID Compliance Audit Clerk
of Courts
The report found that
the Clerk of the Courts office has cleared the 5 issues identified by the first
audit so the audit is considered closed.
Chairman Anderson
said that he had met after the last Finance Committee meeting with Emergency
Preparedness Director Steve Woodard and is confident that he and the Finance
Department are doing their best to keep up with the FEMA reimbursement process
for damages resulting from Hurricanes Matthew and Irma, which is going very
slowly. Council Member Love noted that the 2019 hurricane preparedness brochure
is now widely available both in hard copy and online. He also noted that the
Congress just approved a $19 billion emergency relief bill, including funding
for hurricane damages, that has gone to the President for signature.
Council Member Boyer
asked the Council Auditor to provide a report at the next meeting on the FEMA
reimbursement process and whether the money for hurricane damages has been sent
from the federal government to the state yet for subsequent disbursement. She
has heard conflicting reports about whether federal funds have been sent from
Washington to Tallahassee or not and where the hold-up in reimbursement to
local governments lies.
Council Member
Gaffney introduced Mike Cobb, a Jacksonville Landing merchant, who asked for
some financial assistance for his business because of the Landings impending
closing, which has cost his business substantially due to the bad publicity and
the perception that the Landing was already closed. Mr. Gaffney said that he
had met with Landing tenants and heard that some of those tenants did not
participate in the transition funds that that the City previously appropriated.
