Chairman Anderson called the meeting to order and reviewed
the Auditor’s marked agenda which included 2 items marked for deferral, 18
items ready for action (1 to be substituted and re-referred, 1 requested for
emergency action), and 13 items for second reading and re-referral.
The Council Auditor will give a brief overview of dependent
special districts as requested at a previous meeting. The committee has been
asked to take up Ordinance 2019-306 (lease at Cecil Commerce Center for
Wayfair, LLC) first on the agenda. Council President Bowman said that the
administration would be offering several amendments on the bill.
2018-76 (Amend Sec 21.07 (Fiscal & Budgetary Functions),
Article 21 (JEA), City Charter, to create New Subsec M to Provide &
Maintain Water & Sewer Lines in certain Pre-Consolidated Urban Areas): the
