Memorandum on Negative Cash Balance Subfunds

Mr. Billy described the year-end budget closeout process, which ended with a recapture of $4,351,843 and with a negative cash balance in one fund – Huguenot Park (1D1) - in the amount of $148,946. He recommended that legislation be introduced to cure that negative balance with a transfer from the General Fund balance. The group acknowledged that hurricane damages and the resultant park closures were very problematic for operations and revenues at the park. Council Member Boyer moved that the Finance Committee introduce legislation to appropriate the funds as described above for introduction by tomorrow’s deadline – the motion was unanimously approved. Mr. Billy reported that the City used to have a number of subfunds that ended the year with negative balances, so to have only one subfund in that position this year is a great step forward.

 

Report #779A – Affordable Housing Consultant Services Audit Follow-up

Mr. Billy reviewed the findings of the original audit and reported that all 13 of the originally-identified items have been cleared and the audit is considered closed.

 

Report #823 – Stormwater Fee Audit

Mr. Billy reported that overall the stormwater fees were accurately calculated and collected, but the audit did find a number of operational shortcomings including lack of standard SOPs, manual

 

 

 

calculation of fees that occasionally caused errors, fee credits  granted without completed applications, and pond credits granted based construction permits rather than operating permits. In response to a question from Council Member Boyer, CAO Sam Mousa reported that the City’s General Fund subsidizes $1.6 million in stormwater fee exemptions for not-for-profit organizations. Ms. Boyer urged the next City Council to consider the logic and rationale for granting these exemptions and the alternative uses to which those revenues could be put if the exemption was removed. Council Member Gulliford offered to co-sponsor legislation with Council Member Boyer to remove the not-for-profit exemption for stormwater and noted that not-for-profits do pay the solid waste fee, which is also a user fee to support an enterprise fund. Mr. Billy described the Public Works Department’s response and commitments to specific dates to accomplish the audit’s recommendations.

Laura Diettrick, Chair of the Public Service Grant Council, distributed a handout outlining the impact of public service grants on the community in the form of programs operated, employees hired and clients served. The City’s PSG grants leveraged an additional $6 million in private and other grant funding last year. Ms. Diettrich asked the committee to consider how much additional good the funded programs could do with additional City funding to leverage additional matches. In response to a question from Council Member Newby, Ms. Diettrick explained how the reform of the categories impacted Meals on Wheels, which was previously the only applicant in its category and therefore was always funded without competition. The PSG Council suggested that the City consider directly contracting with Meals on Wheels or placing a line item in the budget for them because they have no competition in the grant process. The agency serves 750 people and has over 1,000 on the waiting list. Tourea Robinson of Aging True Community Services, the Meals on Wheels provider, said that the new methodology puts her agency into a different category and will cause them to lose funding and cut service to clients. Council Member Boyer suggested that council members concerned about the funding for Meals on Wheels ensure that a line item is put into the budget next year specifically for that service separate from the rest of the PSG process. In response to a question from Council Member Gulliford, Ms. Diettrick said that the total amount of funding requested by agencies that scored 80 points and above (the national norm for funding grant applications) in this year’s process was $5.4 million. Council Member Morgan advocated for thoughtful and intentional consideration of where Meals on Wheels fits into the City’s funding picture. She also advocated for passage of this bill to let the PSG Council get on with its work.

 

Council Member Boyer asked Ms. Diettrick if the PSG Council has had any communication with the Task Force on Safety and Crime Prevention; they have not, but are willing to do so, given the caveats that the PSG process does not support children’s programs (that is the responsibility of the Kids Hope Alliance) or crime programs (that is the responsibility of the Jacksonville Journey). Ms. Boyer asked the PSG to consider if their process could be used as the basis for allocating additional funding for programs that might generate out of the work of the Task Force on Safety and Crime Prevention. Coordination of multiple funding sources to deal with inter-related problems being handled by multiple agencies with separate funding streams will be important to overall success of the effort.

 

Chairman Anderson expressed deep gratitude to the PSG Council for their continued hard work to perfect the grant system and serve citizens in need.

Public Works Director John Pappas described the resurfacing project and the additional funding needed to add the bicycle lanes to fill a gap in the bike lane network, given the restrictions associated with working in FDOT right-of-way under I-95.

Assistant Council Auditor Kim Taylor said that 3 special assessment district budgets will be on the next committee meeting agenda for approval.

 

Council Member Boyer suggested that the 2015-19 City Council do a resolution thanking and commending all of the hundreds of volunteers that have served on dozens of appointed City boards and commissions over the course of this council’s term.
