#821 – Quarterly Report for the Twelve
Months Ended September 30, 2018
Mr. Billy presented highlights from the year-end quarterly
budget report on the General Fund. The year ended with a favorable revenue variance of $2.71 million,
largely driven by a favorable variance of $7.99 million in ad valorem taxes and
negative variances in State Shared Revenues of $5.4 million and $1.6 million in
debt proceeds (debt not issued until needed – there is an offsetting variance
in the expenditure report). The year ended with a favorable expenditure
variance of $15.5 million, primarily due to a positive variance of $2.9 million
in the Fire and Rescue Department, $4 million in the Sheriff’s Office and $2.2
million in the Office of General Counsel (representing a legal settlement not
yet paid out). The favorable variance is 1.1% of the total General Fund budget.
$10.8 million of the net favorable balance is allocated to the FY18-19 budget
as a revenue source. Council Member Gulliford asked for additional information
on the details of the $5.4 million shortfall in state shared revenues and
whether that may represent the beginning of a trend.

Council Member Boyer on McCoy’s Creek
Council Member Boyer gave the committee an overview of the
scope of the McCoy’s Creek revitalization project, which is a 2-phase project
to provide an urban greenway and elevate flooded roadways (Phase 1) and to
modify the creek outfall for flood protection and commercial development, all
to be done in conjunction with the City’s ash remediation project already
underway in the area. It will also link to the long-planned Emerald Necklace
project. Funds have been appropriated in the current year and will be
appropriated over the next several years. An RFP for Phase 1 is on the street,
separate from contracts for the demolition of two bridges over the creek
already being bid. Application has been made for St. Johns River Water
Management District funding for this project as a potential model for other
cities to follow. Ms. Boyer commented on the City of Atlanta’s Beltline project
that has produced a remarkable revitalization in similar types of neighborhoods
there. Council Member Gaffney asked Public Works Director John Pappas for a
timeline of the project’s planning and construction. Mr. Pappas said that
initial work will begin within the next year to year-and-a-half. Several
committee members thanked Ms. Boyer and the administration for their efforts to
move this project forward.

Summary NCSPHS: Approve Council Member Boyer made a presentation on the allowable
uses of TDC funds and about the two projects – a new visitor information
center (to replace the current information center in the Greenleaf Building on
Laura Street) and an outdoor video projection system and viewing area to
project entertainment onto the wall of the CSX Building or the Times-Union
Center for the Performing Arts. She mentioned that this project will be
meshed with the reconstruction of the bulkhead on the riverfront behind the
T-U Center that must be completed first. In response to a question from
Council Member Gulliford about the potential for renovations to Jacoby
Symphony Hall, CAO Sam Mousa said that he has not had any recent discussions
with the symphony, but understood that the symphony was planning a capital
campaign to raise funds and said that the City is willing to be a partner
with matching funds to private fundraising. Council Member Morgan asked about
the availability of parking for the new visitor center and wall projection

Summary Fact Sheet In response to a question from Council Member Gulliford,
Kirk Wendland said that this type of loan has somewhat less security than the
usual Office of Economic Development loan because of the unique nature of the
projects being incentivized. He is open to including a personal guarantee of
the loan recipient in the agreement. Mr. Gulliford suggested that the OED
find a commercial bank that would make these loans with the City as a loan
guarantor rather than the City making the loans directly. Mr. Wendland
questioned whether the low volume of funds available would be sufficient to
attract the interest of a commercial bank. He said that the City would need to
make a conscious policy decision about how much risk it’s willing to take to
incentivize small projects that need up-front capital to make a project work.
The current program limits City involvement to 20% of the overall project
cost. Council Member Boyer reported that the CIP Committee on which she
participated several years ago had heard that a large percentage of the
City’s economic development loans are paid on time and the projects are
successful. AMEND/APPROVE
