a chart showing the filled and vacant seats and the staggering of terms to be
reflective of the reduction of members Council Member Garrett Dennis, Chairman of the
Rules Committee, explained that the
legislation was at the request of the Mayor’s Office. There had been a concern about the
inability for the Human Rights Commission to garner a quorum to conduct
business. It was felt that a more
effective Commission required a
reduction of the number of Commission Members. Council Member Reggie Brown raised concerns
about the appointments to the various boards and commissions. He spoke of numerous individuals who have
had an interest in serving the City on a board or commission yet do not
manage to be appointed. Mr. Brown
would like to have a list of all of the citizens that have applied for board
or commission appointments and were either denied or appointed. Jessica Laird and Jessica Baker of the
Mayor’s Office will compile the information that Council Member requested. |

EMERGENCY/APPROVE 6-0
Council
Member Garrett Dennis, sponsor of the proposed legislation explained what the
item entailed.
Joey Grieve,
City Treasurer, explained that the Administration prefers to see funding for
recurring expenditures appropriated in
the regular budget process. Mike
Weinstein explained that appropriating funds out of the General Fund for
specific programs means that there will be less funds available for other
priorities in the future.
There being no further
business, the meeting was adjourned at 10:55 A.M.
