Council Member Bill Gulliford explained that since he will
be unable to attend the Rules Committee meeting on Tuesday, he is going to request Council
President Boyer to assign Resolution 2017-299 to PHS; this would give Mr.
Gulliford an opportunity to explain why he introduced the resolution and to
appeal for support for its passage.
Resolution 2017-299 implores Governor Rick Scott to declare the opiod
epidemic a state medical health emergency.
Mr. Gulliford explained that UF-Health has a proposed pilot program on
the table that would have peer recovery specialists on hand at the hospital to
counsel patients who make repeated visits to the emergency room due to
overdosing. The specialists would
counsel new patients, as well. Funding
has to be identified and acquired before the pilot program can be
activated. Mr. Gulliford implored his
colleagues to support the resolution.
The Chair announced that he would like to schedule a Special
Meeting for a Wednesday with food truck vendors and representatives of the
Downtown Restaurant Association of Jacksonville. Representatives of the latter group were at the
April 11th meeting of the City Council voicing their concerns with
the number of food trucks downtown and how they were negatively impacting
downtown “brick & mortar” businesses.
It was suggested that this was an issue that NCIS should address. The Chair said that he would work with
Committee Members to come up with an appropriate time to meet that would be
satisfactory to all parties.
Council President Lori Boyer announced her intention to come
back to a NCIS Special Meeting to discuss legislation that she is having
crafted that would amend the Recreational Trust Fund Account. Her objective is to facilitate the process
that enables private donations to sponsor programs. Ms. Boyer indicated that she want to have the
input of NCIS on the proposed legislation.
There being no further business, the Committee meeting was
adjourned at 9:22 A.M.
