Development, explained the function of the Industrial Development Revenue
Bonds (IRBs) in this particular
project. Council Member Bill Gulliford suggested that
the resolution’s sponsor, Council Member Garrett Dennis, might want to
consider amending the legislation so as to allocate funding for neighborhood
improvements. He also expressed his
concerns with the process of going to entities outside of the County; he
likens the process in this project to the Eureka Garden situation. Mr. Gulliford indicated that to prevent any
circumventing of the process, TEFRA hearings should be under the purview of
the Jacksonville Housing Finance Authority. David Lynd, with the Texas property management
firm that will oversee the housing project, explained that the objective of
the project is to provide adequate housing for veterans at the Westside
site. Social services would also be
provided. He explained that his firm
is working with various veterans organizations. Council Member Gulliford suggested that these
kinds of housing projects are likely to encounter the NIMBY factor. He strongly suggested that Mr. Lynd touch
base with Len and Suzie Loving who operate the Allied Veterans Center in
Arlington. |
