In attendance: Council Members Scott Wilson (Chair), Bill Gulliford, Joyce Morgan.

Meeting Convened: 8:32

 

Council Member Gulliford called the meeting to order and asked the attendees to introduce themselves. He reviewed the Auditor’s marked agenda.  There were six (6) items ready for action; three (3) items being deferred; six (6) items being seconded and re-referred and two (2) items being moved as an emergency.

 

The Chair announced that there would be no special meeting today but he welcomed suggestions for possible future topics of discussion.

 

Council Member Bill Gulliford said that he had been talking with Neighborhoods Department Director, Stephanie Branch, about a housing program in Detroit that merited taking a look at.  He described a small-scale housing program designed for the homeless that would eventually lead to home ownership.  He felt that zoning changes would be required if we attempted to have a housing program like this in Jacksonville.  He felt that veterans were likely to take advantage of this opportunity for affordable housing.

 

Council Member Garrett Dennis brought the panel’s attention to Item #17, ORD 2017-212, Auth Delivery to Kairos SIP Construction, Inc, or the Applicable Loan Closing Agent, a Subordination of the City’s Affordable Housing Covenants & Restricts recorded on the Propty… He said that it was imperative that we get these parcels back on the tax rolls.  Neighborhoods Department Director Stephanie Burch explained the status of the legislation and the process that she is following.

 

There being no further business, the agenda meeting was adjourned at 8:38 A.M.
