If a person decides to appeal any decision made by the Council with respect to any matter considered at such meeting, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

Council President Lori Boyer characterized this proposed legislation as a “can of worms” and suggested that it be withdrawn.

 

She explained that this legislation did not emanate in Council or come from the Administration.  Rather, the ordinance was the work of the Jacksonville Historic Preservation Commission.  She further explained that she wanted to have the park and its monuments designated as landmark sites.  The Council President agrees with Emily Lisska that we cannot hide our history.  The Council President wants the ordinance to come back in a form and fashion that enables the entire story of Jacksonville’s history and the progress that we have made through the years to be told.

Assistant General Counsel John Sawyer explained the provisions of suggested changes that Mr. Diebenow offered in a Gulliford amendment that reduces payout term to the year 2041, to coincide with the ending of the CRA and including lender assignment language in the Economic Development Agreement.
