Adam Miller, Kids Hope Alliance, stated that the requirement was there needed to be an invitation. CM Morgan asked if the auditors and the Office of General Counsel are ok with all the changes to the bill. Julie Davis, Office of General Counsel, and Kim Taylor, Auditor’s Office, both stated that they are ok with all the changes made to the bill. CM Morgan stressed the need for these services to be more user friendly so that smaller organizations can use the funds. CM Wilson voiced concerns about the needed increase of funds for the Kids Hope Alliance, but the continued need in underserved areas of the Jacksonville.

 

 

 

 

Summary of proposed changes to the Youth Travel Trust Fund:

 

  • Will authorize the Trust Fund to carry over unencumbered funds from fiscal year to year (i.e. will become an all-years fund)
  • Grants the CEO of KHA authority to sign contracts
  • Strikes requirements that an organization must be a 501(c)(3), a not-for-profit registered in Florida, and been in existence for at least one year to be eligible for funding
  • Adds requirement that an organization must provide proof that all applicable business licenses have been paid and provide evidence of the organization’s structure
  • Increases the maximum contribution from the Youth Travel Trust Fund from 25% to 50% of the applicant’s total cost for the funded program
  • Adds provision allowing an advance of funds up to 50% of the grant amount

·          Broadens the use to travel that is educational and/or developmental and gives children unique experiences

CM Crescimbeni detailed the funding Pampers will focus on baby changing stations in buildings in Jacksonville. The changing table costs $250 dollars and would just need to be installed onto the wall. This bill will make it more convenient for parents to be able to change diapers by making sure that all new construction would have to have these tables. CM Freeman stated his support for the bill and his familiarity with the issues of a lack of changing stations. Jordan Elsbury, Mayor’s Office, stated that the administration is doing inventory to make sure existing buildings will be able to have these tables. CM Newby asked to be added as a co-sponsor.
