Amend/Approve CM Boyer went over the amendments with the auditor’s amendment,
the floor amendment and CM Boyer wanted to make a change to the amendment
handed out by Shannon Elller from the Office of General Counsel. This floor
amendment incorporated the auditor’s amendment and CM Boyer asked for someone
to offer the floor amendment as a substitute. Then CM Boyer gave a background
for the bill and updates. The legislation comes from the Storm Resiliency and
Infrastructure Development Review Committee and the focus on neighborhood drainage
issues. The GIS map handout outlined that the bill would propose a 25-foot
setback from the floodway. Raising the finished floor to 2 feet above base
flood elevation which would have to go through the State’s building codes
before it could take effect. CM Hazouri asked if this was based on other cities
and CM Boyer said it was based on what other cities are doing and that this
is just the first part of many legislation to be
storm ready. Three voice votes were done on the substitute that was moved by
CM Hazouri, then vote on the NCSPHS amendment, and then on the amendment as substituted.
These were then all rolled into one amendment. |

Pets, outlined the work that has been done by the organization to lower the
number of homeless pets in Jacksonville and saving the lives of many pets. He
covered the information in the handouts which not only focus on the safety of
pets but the value of hiring in the community and giving job opportunities to
those needing a fresh start. Kirk Wendland, Office of Economic Development,
talked about the Administration’s support in this legislation to extend this
loan. |

Amend/Approve CM Morgan detailed the move to Council District 1 that the
Wildlife Rescue Coalition is looking to make with this legislation. Kim
Taylor, Auditor’s Office, detailed the three parts to the amendment. First it
would be adding the lease term of 10 years, flexibility to use modular
buildings or trailers and clarifying that the Wildlife Rescue Coalition
maintains the buildings and the City maintains the property.
DISCUSSION POINT: The
lease agreement includes a provision that allows the Wildlife Rescue
Coalition of Northeast Florida to terminate the lease without cause upon
60 days written notice. There are no termination rights without cause for
the City. |
