BILL SUMMARY 6-0 Amend/Approved
Jason Teal, Office of General Counsel, gave an overview of
the amendment which would add language to make sure that the bill would not affect
operations such as Dave and Busters or Chuck E Cheese and it would extend the
time from 12 months to 18 months for businesses with certificates of use to
stay in business using the simulated gaming machines. Mr. Teal clarified that
this bill will shut down the adult arcades that do not have certificates immediately,
because they would be declared a public nuisance. CM Hazouri asked who will
enforce this bill. Mr. Teal stated that it authorizes enforcement by the
Jacksonville Sheriff’s Office, Building Inspection Division, Property Safety
Division and the Fire Chief. Mr. Teal said that the city does have a list of
those with a certificate of use and the enforcement was based on finding the adult
arcades that are operating illegally. The two amendments were rolled into
one. |

Council Vice President Wilson wanted to make sure that the
Kids Hope Alliance was making the decisions based on data and asked why Windy
Hill Elementary is not able to have afterschool programs even though a need
is there. Adam Miller, Kids Hope Alliance, explained that they are not able
to extend program dollars to programs that have not applied via the RFP. Chair
Newby and CM Dennis both supported VP Wilson in his desire to fund Windy Hill
and highlighted the underrepresentation in his district. VP Wilson said that
the focus should be on KHA trying to find providers rather than providers
having to reach out to KHA and that Windy Hill is in the Town Center’s census
tract, so it gets left out. |
