Department of Health – Richard Ward, Director of General Services and Emergency Preparedness Response for the Jacksonville Health Department gave an overview of the packet handed out. There have been zero cases of Zika in Jacksonville for 2019 and 2 cases of Hepatitis A in 2019. Emily Pierce, representing Load King, outlined the amendment and handed out the revised purchase and sale agreement. Load King will buy two pieces of property (Rails to Trails parcel and Head Start parcel) from the City of Jacksonville. There will now be a dedicated fund to move Head Start and any surplus will go to CM Dennis’ District in a Park Fund. Chad Grimm, the COO of Load King handed out a packet which details the expansion proposal. CM Hazouri asked about Head Start, and Daryl Joseph, Parks and Recreation, answered that the 18 months would be long enough for the City to find a new space for Head Start to be located. Paige Johnston then gave an overview of the revised agreement that would create a specified account for the Head Start program. CM Dennis asked for these changes be reflected in the auditor’s ammendment.

 

Discussion Points:

·          The City has a license agreement with Lutheran Services Florida, Inc. for operating Head Start at 1314 Union Street W (one of the parcels being sold).  The license agreement expires July 15, 2022 and is for $1 per year. The City is permitted to terminate its license agreement with Head Start by providing 30 days’ written notice.

·          Section 7 of the Purchase and Sale agreement states that the City will relocate Head Start to the Florida C. Dwight Park or another mutually agreeable location. 

·          The cost to relocate and renovate an existing structure or possibly construct a new facility is unknown at this time until a location is selected. Per the Agreement, the buyer will contribute $70,000 towards these costs.

·          If the parties are unable to come to an agreement on Head Start’s new location, either party can terminate the Agreement and the buyer will be refunded its deposit.

CM Freeman stated that the issues surrounding these arcades cannot be pushed down the road and that these issues do need action. Many Council Members said they just needed time to attended a noticed meeting on the subject, and there was only a day notice on the previous meeting and that is why most could not attend.

Summary of Proposed Management Agreement

 

-          Construction of the new Moncrief Community Center has been funded with CDBG dollars and is expected to be completed within 12 months

-          100 Black Men of Jacksonville and I’m a Star Foundation (“Managers”) will provide programming and facility management services for the facility

-          Programming will be offered six days each week for approximately five hours each day and will target students aged 12-18 within a three mile radius of the facility

-          Programming will be offered free of charge to the public

-          Managers will be responsible for providing programming, cleaning and general upkeep of the facility, security, and day to day operational costs

-          City will be responsible for maintenance, replacement, and repair of interior and exterior of facility, utilities, and landscaping
