Department of Health – Dr. Saad Zaheer detailed the cyclical
nature of West Nile and Zika cases in Jacksonville. He presented a handout of
Hepatitis A cases by county in Florida and the focus on vaccinating populations
that are most at risk. Assistant Director - Antonio Nichols let the Council
know that a new Director has not been appointed yet, but that the search is
ongoing.

SUMMARY DEFERRED Council Member Ferraro gave a history and background to
the legislation put forth and the community’s views that he has heard about
adult arcades. Public comment was given by workers and customers of Suited Jax.
Jason Teal, Office of General Counsel, talked about the 2011 Seminole County ordinance
that was upheld in federal court and is the basis for this ordinance. Council Member Hazouri talked about the worry of shutting
down adult arcades based on the perception of being illegal, and not the
actual practices of the business. CM Hazouri also referenced the crime
statistics that Jason Teal went over with a handout and said that crime can
be attributed to the entire strip mall and not just the adult arcades. Council
Member Ferraro stated that this ordinance would not be shutting down
businesses and it would not be making a new law, just helping to enforce
already existing state and county law. Council Member Morgan stated her worry
about having enough money for enforcement. Council Members Dennis, Wilson and
White all had more questions about what would be best for the community and
could not support the bill currently but believed something needs to be done
about their impact in certain parts of the city. Council Member Freeman
talked about the saturation of these cafes in areas of the city and asked what
the unintended consequences could be on the bottom line of the adult arcades.
