CM Crescimbeni detailed this bill which will establish graduated recycling goals to be achieved in the future for construction and demolition debris, recycling facilities, yard trash and clean debris recycling facilities. These goals would be from 2019 to 2024. CM Crescimbeni said he had worked to clean up definitions in the Code with Paige Johnston, Office of General Counsel, and the only definition that has not been clarified is a transfer station. CM Crescimbeni stated that the bill may need to be amended to define transfer stations as a facility that handles flow-controlled waste.

Paige Johnston detailed that solid waste is defined in the state statute, and that some things are excluded in that definition.

Eric Fuller, Landfill Environmental Scientist, gave details of what is not considered solid waste and answered questions about the transfer stations and what is considered flow-controlled. CM Hazouri asked Mr. Fuller about trash that is sent out of state and the cost associated with that. Mr. Fuller said there are statistics of what is sent to the Trail Ridge facility and what is sent out of state and would get those numbers to CM Hazouri.
