Department of Health – Update

 

Allison Hewitt from the Department of Health gave an overview of the human trafficking trainings that has been held in partnership with the Delores Barr Weaver Policy Center, Department of Children and Families and Baptist Health. CM Hazouri stated that the Sheriff’s Department will have a new appointee as a liaison to the Council for human trafficking.

 

Keep Jacksonville Beautiful Commission – St. Johns River Celebration Cleanup

 

 

Chris Buckley from Keep Jacksonville Beautiful Commission discussed the cleanup of the St. Johns River on Saturday March 16th. CM Morgan stated that the St. Johns River is one of Jacksonville’s greatest assets.

Kirk Wendland, Office of Economic Development, gave an overview of the grant program for façade renovation. Now it is a $2 match for every $1 invested. Flyers have been handed out in the economically distressed areas about the program. Most of the appropriated $200,000 is under contract and waiting to be disbursed as reimbursements once projects are finished. CM Wilson asked if there would be an expansion of the areas which this grant program focuses on and could eligibility be based on census blocks rather than census tracts.

Concern:

The City has not received the grant funds yet from Northeast Florida Regional Council. Typically funds are not appropriated from a private entity until the funds have been received. The Northeast Florida Regional Council will pay the City an amount not to exceed $15,000 on a reimbursement basis for the purchase of one AeroClave decontamination system.

The concern was standard in terms of having a private grant which would require the City to appropriate the funds and wait for a reimbursement. Chief Castleman stated that this was not a grant, but it is a Project Award for which he has the award letter. The committee adopted a floor amendment to change “grant” to “project” and that was rolled into the marked amendment.
