Allison
Hewitt talked about human trafficking since it is Human Trafficking Awareness
Month. She went over how the Health Department is working to educate front desk
clerks at health facilities to be aware of the signs.
No
cases of West Nile virus have been reported in 2019, but one case that was
identified in November.

Susan
Grich, President and CEO of the Health Planning Council of Northeast Florida
gave an overview of where Duval is in the health rankings of Florida (42 out of
67 counties). She outlined the presentation, which is dealing with the
uninsured population and how to best address their needs. 11.9% of the
Jacksonville population is uninsured, the state of Florida is 12.9% and the
national average is 8.8%. The other organizations that give free or low cost
care to the uninsured talked about the need for health care as a funding
priority and continuing to improve the collaboration between organizations.
CM
Gulliford talked about plans that the Mayor has been pursuing for capital
improvements at UF Health (a City-owned facility leased to the university to
operate) and the possibilities that that would free up City indigent care funds
currently being diverted to capital repairs and improvements to go back to
patient care. CM Morgan asked the process if someone needs specialty care.
Susan King, Executive Director for WeCare Jacksonville explained that the
organization is sent the referral and coordinates the care for uninsured
patients all the way through their treatment. They have to qualify that the
patient earns less than 200% the national poverty level and are uninsured.
Currently has 14 patients going through significant cancer treatment. The
groups stated that the ranking of 42 out of 67 counties in the health ranking
is solely based on underfunding. CM Hazouri talked about the struggle to market
these services and get uninsured people connected with the right organizations.
The organizations also talked about how long the list is for people waiting for
these services. CM Newby asked why the percentage of uninsured is so much
higher than that national average. The reason given by the organizations was
the lack of expansion in Medicaid is the biggest reason for the higher
percentage of people uninsured in Jacksonville.

rolled into one amendment. CM Gulliford talked about the intent to get
affordable housing in the hands of those that need it and the issue with rent
taking over 50% of people’s wages. Stephanie Burch, Neighborhoods Department,
stated that this bill will bring Jacksonville into compliance with State law
by submitting a list every three years with all property that is suitable for
affordable housing development. This bill adds in provisions for leasing,
easements and short term use agreements. CM Hazouri encouraged the Committee
to looking into what Charlotte has done in terms of a $50 million bond for
affordable housing. CM Gulliford echoed the importance of a bond being issued
for affordable housing on the financing side. |

Morgan asked Brian Hughes about what this bill would be trying to achieve.
Mr. Hughes talked about the Ambassador Hotel and its history of blight and
how this development group has found value in this space. This is an
incentive package in both restoring the hotel using Historic Preservation
funds and the developers will partner to create workplace housing in the
surrounding area. Mr. Hughes highlighted the goal posts that have to be
reached by the developers in order for the funding to be appropriated. Ms.
Taylor, Assistant Council Auditor, stated the concerns from the Auditors
Office that there are accumulating deals that the city is in and at some
point there will be a need for significant amounts of funding to be put in
these deals. The concern is just to make the Committee aware of this growing number
of future financial commitments. |

2018-872 Ambassador Hotel
Summary:
This
bill will authorize the execution of a Redevelopment Agreement for the
renovation of the Ambassador Hotel (420 N. Julia St.) and the construction of
approximately 200 residential units of market rate housing. The Redevelopment Agreement will provide for
a grant from the Downtown Historic Preservation and Revitalization Trust Fund
in the amount of $1,500,000 for the renovation of the Ambassador Hotel and a
Recapture Enhanced Value (REV) Grant in the amount of $4,900,000. According to DIA’s calculation, the project
will generate a Return on Investment of 1.51.
The
developer intends to renovate and develop an approximately 127 room hotel,
construct 200 units of multifamily market rate housing and a structured parking
facility to serve both the hotel and housing projects.
CONCERN:
The
Downtown Historic Preservation and Revitalization Trust Fund has been over
committed. This started with the approval of Ordinance 2017-403-E which
provided for a $4,000,000 grant for the Barnett Building (which has been
encumbered) and a $4,000,000 grant for the Laura St. Trio. As stated on our
hand-outs for Ordinance 2017-403-E and Ordinance 2018-630-E, “the Downtown
Historic Preservation and Revitalization Trust Fund has enough funds for the $4
Million grant to the Barnett developer. The funding source for the $4 Million
grant to the Trio developer has not yet been identified as there are not
sufficient funds remaining in the Downtown Historic Preservation and
Revitalization Trust Fund.” Below is a summary of proposed commitments from the
trust fund that could impact the General Fund/GSD.
Another
project that will have a General Fund/GSD impact is the redevelopment of the
Berkman II Tower and parking garage recently approved by the DIA Board (DIA
Resolution 2018-09-02). According to the term sheet, as part of the incentives
for the Berkman II project, there will be an $8,250,000 Operational Grant and a
$3,250,000 Redevelopment Completion Grant, both to be funded by the General
Fund/GSD. If the Downtown Historic Preservation and Revitalization Trust Fund
is ultimately funded by the General Fund/GSD, these pending and proposed
commitments could have a total impact of $17.8 Million on the General Fund/GSD
over multiple years.
