Presentation:
Department of Health – Allison Hewitt gave an update on
upcoming Community Improvement Plan Meeting (February 15th) for
behavioral health. Then she outlined that of the 29 West Nile cases in Florida,
Duval County has 13 cases. Randy
Wishart, Mosquito Control Division gave an overview of the surveillance,
inspections and treatment done to monitor West Nile in the Duval area. Mr.
Wishart stated that in 2016 there was only one case of West Nile and in 2017
there were zero. Councilmember Schellenberg asked for a map that would show
what zip codes have been impacted by the 13 West Nile cases. Councilmember
Boyer asked for a map of where Mosquito Control has recently sprayed. Due to
HIPAA, the Department of Health said they would have to check what they are
able to provide in terms of a map that shows what areas have been affected by
West Nile.
Tobacco Free Jacksonville Partners – Sally Finn outlined the goals of
Tobacco Free Jacksonville Partners which are, stopping use of tobacco in youth,
strengthening the regulations and enforcement of the sale of tobacco and vaping products to youth. The
organization’s ask of the City Council was to create a local retail license,
because the State regulation is too minimal. Councilmember Hazouri asked if
they had asked for an opinion from the Florida State Attorney General. The
organization had written in July and was waiting back on a response and would
reach out again through the Office of General Counsel.

BILL SUMMARY 6-0 Approve Councilmember Boyer gave an overview of the plans for the
visitor center that was in the PowerPoint which was distributed during the
agenda meeting. This is all tourist tax money (bed tax) used to fund this
development, no general fund dollars are being used. CM Boyer stated that
this will not be a large visitor center, but a smaller riverfront location
which replaces the current downtown visitor center on Laura Street. Council
President Bowman highlighted the $9 million generated through the bed tax. Councilmember
Schellenberg had concerns about the 30 minute parking as he felt more time
would be appropriate to allow visitors to not feel rushed. |
