health, international travel, wellness; mental health; addiction; human
services; homelessness; public assistance; Public Service Grants, public
safety; safety hazards and dangerous infrastructure; motor vehicle inspections;
collections; crime and crime prevention; victim
services; Jacksonville Journey; Sheriff's Office; police-community
relations; Fire and Rescue Department; emergency preparedness and civil
defenses; military bases; personnel and affairs; base realignment and closure
(BRAC) issues; and all related subjects.
If a person decides to appeal any decision made by the Council
with respect to any matter considered at such meeting, such person will need a
record of the proceedings, and for such purpose, such person may need to ensure
that a verbatim record of the proceedings is made, which record includes the
testimony and evidence upon which the appeal is to be based.

and Matt Shellhorn (Navy) explained the bill
provides for property easements around NAS, Mayport and Whitehouse as a
buffer for pilot training exercises. The easements are conveyed by willing
sellers and there is no cost to the city. CM Gulliford asked about how the
buffer area will affect Mayport and its height and density restrictions on
development, as the density rules have hampered projects in his district. The
density restrictions in Mayport are determined by the state. CM Hazouri asked
about the noise issues for residents from pilot training. Mr. Shellhorn replied that the patterns are relatively fixed

explained his reasoning behind the proposed bill: concern for public safety
with street closures for block parties, lack of sufficient protocols for
permits, the impact of block parties on JSO, and noise issues for
neighborhoods. CM R. Brown strongly feels the moratorium is necessary and
that a solution to block party permitting should be reached before the 90 day
limit- possibly through a special committee that collaborates with JSO,
Parks/Rec, OGC etc. Mr. Brown also noted that 90
percent of block parties occur in JSO Zone 5. CM Hazouri spoke in support,
asking about who would cover the added costs for security at such events. CM
Brown indicated it would fall to the individual requesting the permit. CM
Gulliford spoke about encouraging the use of parks instead of city streets. Amend/Approve 6-0 |
