AMEND/APPROVE 6-0 (Revise Section 126.112(a) & (c))

 

There was a lengthy discussion of this item.

 

 

The legislation’s sponsor, Council Member Garrett Dennis, explained what he hoped the ordinance would accomplish, namely to enhance better communication between contractors who are the recipients of City contracts and providers who inform contractors of the availability of ex-offenders who are looking for job placements.  The providers include the Clara White Mission, Prisoners for Christ, and Project New Hope, all of whom provide job training for ex-offenders.  The legislation would compel contractors who bid on and receive contracts  in excess of $200,000 to give ex-offenders that are recommended by providers  full and fair consideration in hiring.

 

Council Member Bill Gulliford indicated that he had qualms with the proposed legislation; he feels that the bill is ineffective and does not go far enough in achieving  the sponsor’s intent.  One of his concerns is that the legislation means more regulation in what he characterized as the “onerous nature’ of the bid package.  He further characterized the proposed legislation as “feel good” legislation.  While he is favorably disposed to hiring ex-offenders, he doubts the effectiveness of this proposal.  He suggested that the Committee should not act on the item, but have everyone re-assess the issues in a noticed meeting.

 

Both Deborah Verges, Jacksonville Journey,  and Greg Pease, Chief, Procurement Division, were asked to share their views on the proposed legislation.  Ms. Verges explained that the Jacksonville Journey is not involved in job training for the ex-offenders that her providers identify as available for jobs.  Some of those clients have  skills acquired prior to their incarceration.

 

Mary Tappouni, Associated Builders and  Contractors, addressed some of the concerns that the construction industry has  with the proposed legislation.  She said that the industry sees more regulations.  The proposals do not enhance long-term job commitments for ex-offenders.

 

Assistant General Counsel Lawsikia Hodges, in explaining the language in the legislation, said that the legislation does not add any additional regulations; it merely asks that the providers communicate better with contractors.

 

Council Member Dennis implored the proposed legislation’s detractors to read the legislation in its entirety.

Bill Clement, Jacksonville Sheriff’ Office, Chief of Budget & Management, summarized the bill.  The appropriation would be allocated to replace network equipment.   The body camera program cannot move forward without these funds.

 

Council Member Anna Lopez Brosche recalled that in the course of the Special Committee on Capital Improvement  Projects deliberations, there was some discussion on departments that had recurring costs and budget requests.  Budget Officer Angela Moyer explained that the Jacksonville Sheriff’s Office does its own IT budget work and that JSO’s IT costs and budget was not factored in the CIP Special Committee’s purview.  Council Member Brosche explained that the Finance Committee did not approve a JSO request for $1.8 million request for IT costs during the budget deliberations because the IT programs was not considered a top priority in the Administration’s enhancement items.

Council Member Doyle Carter, the measure’s sponsor, asked Wylie Hodges to explain what the resolution entails.  Mr. Hodges, CEO, First Coast Crime Stoppers, Inc., explained that the State Attorney General requires a resolution every three years that enables the local Crime Stoppers to receive funds from the Trust.  He fielded questions from Council Member Tommy Hazouri on how the Crime Stoppers process works.  Mr. Hodges reiterated that the program requires no funding from the City.
