If a person decides to appeal any decision made by the Council with respect to any matter considered at such meeting, such person will need a record of the proceedings, and for such purpose, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.

Council Member Anna Lopez Brosche asked for an explanation of “exclusion” in the language.

Assistant Council Auditor Kyle Billy explained that the objective was to make the language in the bill and amendment clearer.

 

Council Member Greg Anderson, Chair of the Special Committee on Hemming Park, explained what the ordinance entailed.  He explained that the recommendations for public safety in the City’s parks came from JSO who felt that their efforts in enforcing park’s rules would be strengthened if there was more clarity in the rules and if the appeals process was clearer.  He explained that the ordinance was the combined work by the Special Committee, JSO, the Office of General Counsel and the Parks, Recreation & Community Services Department.

JFRD Emergency Preparedness Director Steve Woodard explained what the ordinance entailed.  Angela Moyer, Budget Officer, explained reimbursement figures projections on when the Jacksonville Beach Pier will either be repaired or replaced.   A lengthy discussion ensued on the status of the pier.  Council Member Tommy Hazouri asked if there was a time frame for the pier’s renovation work.  He also requested a list of all of the hurricane-related damages for which  the City expects reimbursements.

 

Council Member Bill Gulliford explained the extent of the structural damage of the pier.  He cautioned against rebuilding the pier on the same model  of the current structure before determining why the pier failed in the hurricane.
