There was a lengthy discussion about this bill. CM Crescimbeni expressed concern about applying restrictions to public comment by having it on the agenda once instead of twice. CM Boyer explained that the intent of the legislation is to expedite the processes for those who are in attendance at council meetings to conduct business or speak at public hearings, and that the time allotted for public comment will be the same regardless of where it is placed on the agenda. CM Crescimbeni also asked about permissible parameters which may be used to structure public comment to make it so it may only be related to current bills and not any random topic (noting that for public hearings the same rule is used). Peggy Sidman, Office of General Counsel, said she would look into the First Amendment implications of such an action.
