Bill Summary      

 

AMEND – CM Crescimbeni proposed floor amendment to change the street renaming bill to an honorary street naming from Jefferson St. N to Main St.

 

AMEND – CM Becton proposed floor amendment to change the first amendment proposed by CM Crescimbeni to remain an honorary street naming, but changed the range of the streets to be from Jefferson St. N to Pearl St. N as it was originally proposed.

 

Both amendments were rolled into a single amendment.

 

CM Gaffney was present for discussion and will talk with his constituents about the newly amended bill and present any issues at the next scheduled full council meeting. Paul Hardin representing the Credit Union was present to provide comment and bill clarification.

·         Corrects length of road to be renamed

·         Removes the period from the proposed street name

·         Renames the road from Broad Street instead of Jefferson Street and revises the map to show the segment

·         Includes waiver language for renaming a shorter segment instead of the entire segment and includes a whereas clause on why this has occurred

·         Includes waiver language regarding residency since the Reverend Doctor did not live within 5 miles of the street to be renamed for 10 years

·         Clarifies that the Reverend Doctor is not deceased

·         Removes all-encompassing waiver language

·         Includes a new section directing that one overhead sign be places at the intersection of 1st St. West and Pearl St. N.

·         Attaches Jacksonville Historic Preservation Commission meeting minutes

·         Attaches 911 Emergency Addressing Advisory Committee meeting minutes

CM Boyer was present for discussion. John Pappas of Public Works and Brian Hughes of Administration provided comments clarifying the amendment in regard to the closing of railroad crossings.

·         The estimated cost for the Nira St. crossing is $659,860.

·         The estimated cost to close the Naldo Ave. crossing is $75,000. The Gary St. crossing was closed by FDOT during the Overland Bridge Project.

·         The estimated cost for the annual license fee will be $8,305.41 and the estimated cost for the annual maintenance fee will be $9,040 (which is $4,520 for the vehicular crossing and $4,520 for the pedestrian crossing). The license fee agreement will be approved by Council through separate legislation.
