The Chair called the agenda meeting to order at 1:30 P.M. and reviewed the marked agenda that had been prepared by the Council Auditor’s Office.  There were ten (10) items ready for action; five (5) items being deferred; and seven (7) items being seconded and re-referred.

 

2017-805  ORD-MC Amend Chapt 654 (Code of Subdiv Regs), Ord Code, Secs 654.106 (Definitions) to add Newly Created Definition for "Reconstructed Street"; 654.111 (Design Standards: Streets); 654.133 (Required Improvemts: Streets, Curbs & Gutters; Sidewalks; & Bikeway Requiremts), Ord Code.DEFER

 

2018-76  ORD-MC Amend Sec 21.07 (Fiscal & Budgetary Functions), Article 21 (JEA), City Charter, to create New Subsec M to Provide & Maintain Water & Sewer Lines in certain Pre-Consolidated Urban Areas.DEFER.

 

2018-474  ORD  re Chapt 745 (Addressing & Street Naming Regs), Ord Code; Renaming "Gillen Street" to Cecil Wiggins Street"; waive the requirements of Sec. 745.105) (I) (2) and (3), Ord Code re the Requirement that streets may be renamed after a prominent person if the Person has been deceased for at least Five years and requiring person to reside within Five miles of the name change for at least Ten years; Waiving Requiremts of Sec 745.105 (k) (2), Ord Code, regarding fee to be paid by Citizen or Citizens' Group requesting street renaming; Directing Distribution of Legislation.DEFER.

 

2018-661  ORD Amend the Beach Community Development District's Boundary, to Remove Approx 25.41 Acres from said District; Amend Chapt 92 Sec 92.22 to Memoralize reduction in acreage from previous Amendments and Current Amendment; Provide for Severability.DEFER.

 

2018-773   ORD Granting Appl of ACET Recycling, LLC for Initial CON for the ACET Recycling, LLC  Clean Debris Recycling Facility; Providing for Conditions; Incorporating Exhibits. (McCain) (Introduced by Council President Pursuant to Chapt 380, Ord Code).DEFER.

 

2018-774  Granting Appl of GEL Corporation for Initial CON for GEL Recycling Jax Construction & Demolition Debris & Yard Trash Processing & Recycling Facility; Providing for Conditions; Incorporating Exhibits.MOVE.

 

Council Member Anna Lopez Brosche asked the Chairman why this item was being taken up and Item #5 (2018-773) was being deferred.  She said that initially the two items had been “travelling” together.  The Chair explained that the two items were different.  He was acceding to the request of the District Council Member, Gaffney, who had requested that the item be taken up.  Mr. Gaffney explained that he had been receiving a considerable number of telephone calls from constituents who wanted the item taken up.  Council Member Terrance Freeman agreed with Council Member Gaffney. 

 

 

 

2019-87  ORD Approp $71,580.00 from Unobligated Federal Grant Funds to provide the Environmental Quality Div funding to purchase Equip for Air monitoring Sites within Duval County and to cover support and upgrade services for EQD's Airvision Software. AMEND/MOVE.

 

2019-89   ORD Approp $1,000,000.00 from Tree Protection & Related Expenses Trust Fund, Sub Fund 15F, for County-Wide Prog Entitled "Level 2 Tree Planting Prog" to provide tree planting on Publid Land in Duval County suggested by individuals or groups and administered by the City; Direct Dept of Public Works to administer prog in accordance with criteria herein provided; Provide Carryover of Funds into Subsequent Fiscal Years. AMEND/MOVE.

 

2019-90Approp $110,670.00 from Air Pollution Tag Fee Fund Balance to Provide Funding to the Environmental Quality Div (EQD) to purchase Model T640 PM Mass Monitors, a Two-Channel Automated Canister, an Air Toxic Standad, and an Olfactometer Package.AMEND/MOVE.

 

2019-91  Approp $84,600.00 from Environmental Protection Bd (EPB) Trust Fund to EPB Trust Fund Operating Account to assistance to Groundwork Jax, Inc. in development of a Habitat Restoration Plan for McCoys Creek; Corp Sec to execute and deliver, the funding agreemt for McCoys Creek Natural Channel Restoration btwn City and Groundwork Jax, Inc; Oversight by Neighborhoods.AMEND/MOVE.

 

2019-96  ORD Approp $3,456,857.00 from Public Bldg - Camera Reserve Public Parking ITD Operations and Equip Refresh to Provide Upgrades, Replacements, and New Installations of Video Hardware, Cameras, and Network Infrastructure as part of the City's Enterprise Security Video Camera Solution.AMEND/MOVE.

 

2019-100  Apv Assumption by City of Obligations of a License Agreemnt btwn FL East Coast Railway, LLC, and Flagler Dev Company LLC, to pay Annual License Fee for the Railroad Crossing at Flagler Ctr at Gran Bay Blvd & Philips Highway; assuming rights and obligations of Flagler Dev Company LLC in the License Agreemt.  Oversight by Dept of Public Works.AMEND/MOVE.

 

2019-101 Approp $50,000.00 from Environmental Protection Bd (EPB) Trust Fund to EPB Fund Operating Account to assist in development & activation of the Emerald Necklace by Providing  funding to Groundwork Jax, Inc. for development of an Urban Biodiversity Corridor Along the S-line Urban Trail & Hogans Creek;  Oversight by Neighborhoods Dept; Requiring Annual Report to Jax Environmental Protection Board.AMEND/APPROVE.

 

2019-102   Regarding Public Health & Safety Concerns for Residents of the City of Jax and Town of Baldwin; Urging Train Industry to work collectively with each other, Requesting and Urging the FL Legislature to Enact Legislation impacting a change in the current Railroad Industry practices to provide a solution to current impediments to the Public Health & Safety of the Residents.AMEND/MOVE.

 

2019-111 ORD Regarding Pt 1 (Certificate of Public Convenience & Necessity), Chapt 380 (Solid Waste Managemt), Ord Code; Amend Sec 380.102 (Definitions), Ord Code, to include additional definitions for certain facilities; Amend Sec 380.104 (Initial Application for Certificate; Fee; Proof of Financial Ability), Ord Code, To include a requiremt that the Applicant specify the type of Facility; Amend Sec 380.108 (Operation of Solid Waste Disposal or Management Facility), Ord Code, to add minimum recycling requiremts for Construction & Demolition Debris Recycling Facilities and Yard Trash & Clean Debris Recycling Facilities for New Applications and Renewals after June 1, 2019.  AMEND/MOVE.

2019-124 ORD Closing & Abandoning &/or Disclaiming portion of drainage easement in Vicinity of Validus Drive and Burnt Rd at Req of Senior Care Living of Jacksonville, LLC, the owner of the Propty crossed by the drainage easement.2ND & REREFER.

 

2019-126 ORD Amend Ord 2015-835-E, as Amended by Ord 2016-232-E, 2016-422-E, 2016-648-E, 2016-739-E, 2017-272-E, 2017-696-E, 2018-86-E & 2018-531-E, to Extend Temporary Moratorium (180 Days) on Medallion Renewals & Late Fees for Medallion Renewals pertaining to Vehicles for hire Pursuant. to Sec. 220.717, Ord Code, for an addnl 180 days; providing that the moratorium remain in effect from enactment until 9/17/19; providing for notification to the JIA & Exec.Director of the JIA & the Beaches Police Chiefs; providing for retroactive applicability.2ND & REREFER.

 

2019-128  ORD Renaming the 1st St. West extending approx. 1 mile from Jefferson St. N. to Pearl St. N. to "Reverend Henry T. RHIM Blvd.", Waiving the Req. of Sec. 745.105 (I) (2),Ord code, regarding persons who streets may be named after; Waiving the Req. of Sec. 745.105 (G),Ord code, regarding abbreviations in proposed street names. Directing Distribution of Ord..2ND & REREFER.

 

2019-133  ORD Auth the Granting of a Non-Residential Solid Waste Collection & Transportation Franchise to JJ's Waste & Recycling, LLC, Pursuant to Chapt 380 (Solid Waste Mgmt.), Pt 6 (Nonresidential Solid Waste Collection & Transportation Franchises), Ord Code; Oversight by Solid Waste Div, Dept of PW.2ND & REREFER.

 

2019-143  RESO Supporting the Adoption of the City of Jacksonville Pedestrian and Bicycle Master Plan. 2ND & REREFER.

 

2019-144 RESO Adopting the Emerald Trail Master Plan & Implementation Strategy which includes branding & design standards; Encouraging the Administration to follow the Emerald Trail Master Plan in the implementation of the City's  Emerald Trail Planning & Revitalization & Establish Coordinated efforts for the consideration of the Trail in future development. 2ND &REREFER.
