Council member Danny Becton wanted to submit an amendment that would require recycling facilities to have an 80% recycling goal.

 

Council  Member John Crescimbeni countered with a substitute amendement that would have a schedule for setting recycling goals every five years.  The substitute amendment passed 5-2 (Becton, Brosche).

 

Council member Reggie Gaffney implored the committee to defeat the measure because constituents in his district, where the facility is located, had expressed their opposition to the legislation.

Council Member Anna Lopez Brosche  questioned the propriety of the City assuming the obligation of paying annual license fees on railroad crossings for a developer.  Public Works Director John Pappas provided background information and fielded questions.  Council Auditor Kyle Billy commented and explained his awareness of very few instances.  Mr. Billy explained that there were close to 400 railway crossings in the City and he recalls the City assuming obligations in only five or six instances.  A lengthy discission ensued.  The Chair was asked to defer the bill.  Chief Adminstrative Officer Sam Mousa implored the panel to approve the legislation.  He explained that while the bill was complicated, it was the right thing to do.

Melissa Long, Chief, Environmental Quality Division, explained that there is a plan in place for constructing  the bioswales and rain gardens, which  includes  signage to inform the public about the benefits of the improvements.  In esponse to a question, she said that she would be in contact with the Florida Department of Environmental Protection about  the possibility of the City earning water quality credits for these improvements whjich will slow/divert stormwater and should help improve water quality.

Council Member Crescimbeni explained the purpose of the bill and offered an additional amendment to add a “flow control” operating condition to CONs requiring transfer stations to dispose of non-recyclable waste in Jacksonville.  The Crescimbeni amendment was approved.  Eric Fuller of the Solid Waste Division described the graduated mandatory recycling percentage and gave statistics about the performance of current CON holders.  Council Member Becton felt that the mandatory recycling percentages may be counter-productiive if contamination in the waste stream (beyond the control of the recycling facilities) causes the companies to have to landfill more waste rather than recycle it.
