Attendance:   Council Members Jim Love (Vice Chair), Terrance Freeman; Assistant General Counsel Paige Johnston; Heather Reber, Council Auditor’s Office; Jessica Matthews, Legislative Supervisor, Ladayija Nichols Legislative Assistant; John J. Jackson, Council Research Division.

 

The Vice Chair, Council Member Jim Love, called the agenda meeting to order at 1:32 P.M.; Council Member Love announced that the Committee Chair, Council Member Al Ferraro, had been excused for jury duty.

 

The Chair reviewed the marked agenda that had been prepared by the Council Auditor’s Office.  There were five (5) items ready for action, six (6) items being deferred, and one (1) item being seconded and re-referred.

 

 2017-805 ORD-MC Amend Chapt 654 (Code of Subdiv Regs), Ord Code, Secs 654.106 (Definitions) to add Newly Created Definition for "Reconstructed Street"; 654.111 (Design Standards: Streets); 654.133 (Required Improvemts: Streets, Curbs & Gutters; Sidewalks; & Bikeway Requiremts), Ord Code. DEFER

 

2018-76 ORD-MC Amend Sec 21.07 (Fiscal & Budgetary Functions), Article 21 (JEA), City Charter, to create New ORD Granting Appl of GEL Corporation for Initial CON for GEL Recycling Jax Construction & Demolition Debris & Yard Trash Processing & Recycling Facility; Providing for Conditions; Incorporating ExhibitsSubsec M to Provide & Maintain Water & Sewer Lines in certain Pre-Consolidated Urban Areas. DEFER

 

2018-474  re Chapt 745 (Addressing & Street Naming Regs), Ord Code; Renaming "Gillen Street" to Cecil Wiggins Street"; waive the requirements of Sec. 745.105) (I) (2) and (3), Ord Code re the Requirement that streets may be renamed after a prominent person if the Person has been deceased for at least Five years and requiring person to reside within Five miles of the name change for at least Ten years; Waiving Requiremts of Sec 745.105 (k) (2), Ord Code, regarding fee to be paid by Citizen or Citizens' Group requesting street renaming; Directing Distribution of Legislation.  DEFER

 

2018-661 ORD Amend the Beach Community Development District's Boundary, to Remove Approx 25.41 Acres from said District; Amend Chapt 92 Sec 92.22 to Memoralize reduction in acreage from previous Amendments and Current Amendment; Provide for Severability. DEFER

2018-773 ORD Granting Appl of ACET Recycling, LLC for Initial CON for the ACET Recycling, LLC  Clean Debris Recycling Facility; Providing for Conditions; Incorporating Exhibits. (McCain) (Introduced by Council President Pursuant to Chapt 380, Ord Code) DEFER

2018-867 ORD re Honorary Street Designation & Associated Roadway Markers; on Wagner Rd. extending from Trout River Blvd to New Kings Rd for Dr. Jeannette C. Holmes; to honor Legacy of Dr. Jeannette C. Holmes & Recognizing her Achievemnts; Waiving Requirements of 745.105(I)(2), Ord Code that Honoree be deceased for five years; Waiving Requirements of Sec 745.105 (I) (3), Ord Code that the Honoree has resided within five miles of proposed street designation for ten years.AMEND/MOVE.

 

2019-25  re Honorary Street Designation & Associated Roadway Markers; on Goodrich Rd extending from Wilson Blvd to Moses St for Gary Lee Mills, Sr.: Providing for Installation of Two Honorary Roadway Markers; to honor Legacy of Gary Lee Mills, Sr. & Recognizing his Achievemnts; Waiving Requirements of 745.105(I)(2), Ord Code that Honoree be deceased for five years. AMEND/MOVE.

 

2019-44 ORD Approp $781,748.00 from Tree Protection & Related Expenses Trust Fund,  Ord Subfund 15F, for the Planting of 12 American Hornbeams, 13 Sycamores, 78 Live Oaks, 18 Shumard Oaks, 26 Overcup Oaks, 2 Swamp Chestnut Oaks, 21 Red Marples, 12 Sweetgums, 22 Tulip Poplars, 17 Bald Cypress, 2 Eagleston Holly, 10 Winged Elms, 49 Drake Elms, 38 Crapemyrtles, 3 Longleaf Pines, 6 Chinese Fringtrees, 4 Southern Magnolias, 4 Little Gem Magnolias, 24 Dura-Heat River Birch, 8 Pride of Houston Yaupon Hollys and 13 Fringetrees,  for a Proj known as "RAP Releaf Tree Planting" in an area generally bounded by I-95, I-10, Cassat Ave, San Juan Ave, Jammes Rd, Timuquana Rd, and the St. Johns River; Providing for reversion to the Trust Fund of any unspent funds; Providing for Public Works to Oversee Proj. 2nd & REREFER.

 

2019-48  ORD Approp $211,192.19  from "Countywide Intersec Imp/Intersec to Southbound Right Turn Ln - Mandarin Rd to provide funding for  Design & Constrn of a Right Turn Ln at Intersec of Scott Mill Rd & Mandarin Rd; Amend 2019-2023 CIP to reduce funding for the Proj entitled "CNTYWD Intersection IMP & Bridge - Rehab - Intersections and provide funding for Proj Entitled "Scott Mill Rd - Southbound Right Turn Ln - Mandarin Rd.2nd & REREFER.

 

2019-50 - Parking ORD Approp $170,000.00  from Completed and Closed Capital Improvement Projects to expand parking lot at existing Animal Care and Protective Svcs Bldg on Forest Street; Amend 2019-2023 CIP to provide funding for the Proj entitled "Animal Care Shelter Improvemts Lot Expansion. 2ns & REREFER

 

2019-55  ORD-MC Amend Part 4 (Resource Recovery Prog), Chapt 380 (Solid Waste Mgmt), Ord Code, to Update Dept Name & Amend References to Host Fees to be Consistent with other code language; Amend Sec 320.409 (Schedule of Permit Fees), Pt 4 (Permits), Chapt 320 (Gen Provisions), Title VIII (Constrn Regs & Bldg Codes), Ord Code, to update permit fees to include a Solid Waste Charge for Constrn and Demolition Debris Fee; Amend City of Jax Fees at HTTP://www.coj.net/fees, to modify fees to include a new Solid Waste Fee for Constrn and Demolition Debris; Directive to the Legislative Svcs. Div. to circulate enacted legislation to webmaster for immediate update of fees online. 2ND & REREFER.

 

The Chair announced that at the Committee meeting, there would be a presentation by TECO Peoples Gas on pipeline modernization projects in San Marco and other areas of the City.  In the aftermath of the gas pipeline explosions in Lawrence, Andover and North Andover, Massachusetts in September 2018, Council Member Lori Boyer thought that it would be helpful if TECO could come before the Committee to address safety issues in an impending pipeline modernization project in San Marco.
