At the Committee meeting’s outset, representatives from TECO Peoples Gas explained what the impending pipeline modernization projects for San Marco and other areas of the City entailed.

 

Jason Roth, Regional Manager, TECO, Community Relations, introduced TECO officials who explained the pipeline replacement projects and fielded questions.

 

David Gerard, P.E., TECO Distribution Integrity Management, explained that the purpose of the projects entailed modernizing and replacing existing outdated gas pipes with newer and more resilient pipes.  The modernization programs that TECO is undertaking are at the behest of the U.S. Department of Transportation and Florida’s Public Service Commission.  The pipeline modernization program began in 2012.

 

Mr. Gerard explained that the San Marco project entailed ten (10) miles of pipeline.  There are permits for all of the projects.  TECO contracted Michael J. Yuro, P.E., for assistance in acquiring necessary permits and engineering expertise.  He explained plans for three phases for the San Marco project and envisions completion of the work in June 2019.  Mr. Gerard referenced a  map of San Marco thoroughfares that had been distributed.  He fielded numerous questions.  Council Member Boyer remarked that it was imperative for TECO to provide assurances to the public that all safety measures have been taken.

 

Chris Barrington, TECO’s Territory Manager, North Florida, explained safety precautions during construction for pipeline replacement.  He explained the differences in the pipeline replacement project in the Merrimack Valley, Massachusetts in 2017 that resulted in explosions, property damage and injuries and the pipeline replacement program that TECO will be undertaking.  He specifically alluded to  the differences in the systems’ design.  Safety measures will be in place with the San Marco project.

Once the amendment is signed, an RFP will be issued within 30 days. The study will be completed within 18 months of the engagement of the consultant and the results will be presented to the City along with recommendations on priorities, segmenting and trade-offs.

Additional Contribution

JEA made a $15,000,000 one-time additional contribution to the City in FY 2015/16.

JEA to make a one-time $15,155,000 additional contribution in FY 2018/19.

River Level Monitoring Equipment

City intends to use $155,000 of additional contribution to fund the replacement of one river level monitoring gauge located at I-295 @ Buckman Bridge/Rudder Club.

City Water and Sewer Projects

City intends to use the $15,000,000 of additional contribution to provide funding for the Water/Wastewater System Fund program.

City intends to use $15,000,000 of the additional contribution to supplement the funding for the Water/Wastewater System Fund program.

Advantages of Agreement to City of Jacksonville             

1. Continued increase in JEA Annual Contribution.               

2. Extension of current water quality credits being received from JEA and addition of supplemental credits.                  

3. Sections 4.1 and 4.3 of the amendment express JEA's intent to continue to extend the transfer of water quality credits every ten years as long as the credits are authorized and approved by the appropriate regulatory agency.                       

4. Additional $15,155,000 for water and sewer projects and replacement of one river level monitoring gauge.             

           

           

Disadvantage of Agreement to City of Jacksonville                      

Note: it is not mentioned in the amendment to the interagency agreement that the City will begin to incur an additional expense of approximately $110,000 for annual river gauge monitoring.                      

           

Advantage of Agreement to JEA                 

Stability for credit markets by establishing a known contribution amount for an additional two years.                

                       

Disadvantage of Agreement to JEA            

JEA is transferring an additional $15,155,000 to the City that JEA could have used for other purposes.                

                       

Other Notable Information             

The City has not spent any of the $15,000,000 JEA contributed pursuant to the 2016 agreement, however, engineering for two neighborhoods is underway. Since approval of the framework for the septic tank phase out program (Bill 2016-490-E) in August of 2016, two neighborhoods, Biltmore and Beverly Hills, have reached the 70% threshold required to move the projects forward. The current schedule reflects engineering for Biltmore will conclude in early 2019 with construction bids due in late April 2019 and construction commencing June 2019. Engineering for Beverly Hills began in November 2018.
