Bill Summary

DEFER (At Request of CM Ferraro)

Stephen Durden, Chief Assistant General Counsel, Property Appraiser Jerry Holland, Supervisor of elections Mike Hogan and Clerk of the Courts’ Allison Luker, spoke on the proposed legislation and fielded questions,

Mr. Durden explained how the Ordinance Code addressed the matter of Election Officials’ purchase of office equipment.

Property Appraiser Holland commented that he did not understand why the matter of stationary or signs on the office were an issue.  He explained that former Tax Collector Mike Hogan’s reference to the considerable amount of office stationary and letterheads found in his office’s vault that dated back to the Lynwood Roberts era.  Mr. Roberts authorized the purchase of large amounts of stationary was because buying in bulk was more economical.  Moreover, term limits to office holding had not arrived.  Today, technology permitted the printing of stationary as needed.  Mr. Holland explained that presently, his office has very little stationary/letterhead on hand.  He further explained that he felt it important that constituents know that he is the Property Appraiser.

Supervisor of Elections Mike Hogan indicated that he, too, was surprised that the issues of stationary and a name on an office building  were significant.

Council Member John Crescimbeni, sponsor of the proposed legislation indicated that he would welcome an opportunity to meet with Constitutional Officers to better resolve a matter that he sees as a problem.

Council Member Scott Wilson commented that since it did not appear that consideration of the agenda item is not time sensitive, he suggested that the matter be deferred.  The Committee voted to defer the item.
