Council Member Lee asked how priorities were established for mosquito spraying.  John Shellhorn, Chief of the Mosquito Control Division, explained that division employees meet twice a week to evaluate where the most citizen calls for service are being received, and to review the data from mosquito traps around the city to determine where the needs are highest.  Council Member Lee requested a list of the areas sprayed recently in District 8.

Renfroe and Sons discussed how the jobs would be advertised and whether the newly created jobs would be offered to new employees or would be filled in-house by existing employees with new employees being hired to fill the jobs vacated by these promotions.   There was also discussion about whether the QTI incentive requires or only incentivizes the hiring of employees who are residents of the enterprise and empowerment zones.  In response to a question from Council Member Joost, Mr. Whitaker described how the “clawback” of the QTI program works if a company receiving the incentive does not meet its job creation or pay scale requirements.

 

 

AMEND to require that the newly-created jobs attributable to this incentive package be widely advertised in a variety of appropriate media.

At the conclusion of the agenda the committee discussed the Housing and Neighborhoods Department’s proposed RFP for loan credit and underwriting services.  Deputy General Counsel Steve Rohan explained that Ordinance 2007-281-E approved a set of guidelines for the Northwest Area Economic Development Trust Fund and specified that the Housing and Neighborhoods Department would obtain the Finance Committee’s approval before issuing an RFP for credit and underwriting services.  The department distributed copies of the RFP to the committee members at the meeting.  In response to a question from the committee about the request for emergency approval at this meeting, Laura Stegner-Crites of the department stated that a 2 week deferral would not be a problem, but the Northwest Area Fund has several projects pending and needs to have the services the RFP would solicit in the near future.  The committee deferred consideration of the item until its next meeting and requested the Council Auditor to review the RFP document and report any comments or concerns.
