Barton, Executive Director of the JEDC, discussed the project and how the
public’s interests are protected. This
agreement, unlike other past economic development agreements, focuses on
providing public infrastructure and benefits are tied directly to vertical
development. SUBSTITUTE APPROVED – includes $3 million REV grant, sale
of 3 parcels to developer, closure of portions of Leila and Oak Streets,
joint stormwater pond use agreement, allocation of development rights to
Miles Development, authorizes appropriation of a total of $9,177,050 in two

Ferrin, Executive Director of the Jacksonville Port
Authority, answered questions about the bill and the need for emergency
action. Council Member Clark noted the
clarification made in the Rules Committee earlier that the phrase “at no cost
to the JPA” in the bill title means that the JPA will not pay the City for
the property; it does not intend that the JPA not pay customary closing costs
for the transaction. Mr. Ferrin agreed with Chairman Shad’s statement that the
property conveyance would not permit the JPA to develop a cruise ship
terminal on the ferry property without further consideration and approvals by
City Council. Emergency declared to allow ferry operation to continue
past September 30th. Amend to add emergency clause to ordinance. RECOMMEND APPROVAL, AS AMENDED,
AS AN EMERGENCY 5-0 |
After action on the pending bills the Chairman invited
committee member comments. Council
Member Joost stated that he would only be supportive of the pending bill to
upgrade the salary of the position of City Ethics Officer with the adoption of
amendments to strengthen the independence of the position by providing for 1)
Mayoral nomination and Council appointment of the position; and 2) a provision
that the holder of the position may not be discharged without the concurrence
of the Mayor and Council President. Adam
Hollingsworth noted that the position appointment is already nominated by the
Mayor and confirmed by Council. He
suggested the adoption of a removal system similar to that applying to the
General Counsel – Mayoral action to dismiss that must be confirmed by a vote of
the full Council. Council Member Lee
stated that there is a difference between the letter of the law and personal
ethics, and violations of the law can take place without any evil intent on the
part of the person who commits the violation.
She cautioned against overreaction to criticism of the Council’s actions
from the outside, and stated that the City already has numerous mechanisms for
dealing with ethical behavior and violations.
There being no further
business, the meeting was adjourned at 3:46 p.m.
