The meeting was called to order at 2:05 p.m.

 

Mickey Miller, Director of Administration and Finance, made a brief presentation and requested the Finance Committee’s approval of three specialty risk fund managers to manage a portion of the City’s investment portfolio, as required by sec. 110.203 of the Ordinance Code.  The committee approved the selection of Delaware Investments/Logan Circle Partners, Fidelity Investments, and Loomis Sayles and Co., LLP.

Kyle Billy of the Council Auditor’s Office gave a brief history of this issue, indicating that the City has never paid crossing license fees to the railroads, but is beginning to be asked to do so now by all of the railroads in town.  The City and the railroads have traditionally split the cost of crossing signal maintenance 50/50, but the City is now being asked to take over the full cost.  In answer to a question from C/M Joost regarding the possibility of condemnation, Lawsikia Hodges of the General Counsel’s Office indicated that attorney Bruce Page is of the opinion that it is theoretically an option, but the compensation due the railroad could be extremely expensive.

 

Several committee members requested the opportunity to meet with Mr. Page and Cindy Laquidara of the General Counsel’s Office to discuss possible alternatives.

Mike Blaylock, Executive Director of the JTA, explained that a “Michigan” or median U-turn intersection is a possibility, but not the best answer for the Atlantic Blvd/Kernan Blvd. intersection.  Dave Stroud of Reynolds, Smith and Hills described the median U-turn as very unusual for Jacksonville and potentially very confusing for motorists. Jim Robinson of King Engineering stated that an overpass is the better option for this intersection because of the relatively high volume of traffic on Kernan. 

 

Council Member Bishop disagreed that the median U-turn would be overly confusing to drivers, and cited a Parsons-Brinkerhoff study which says that alternative would provide an acceptable level of service through the design period of 2027.  He stated that the median U-turn could be built for $30 million less than an overpass, and noted that even with an overpass at that location, there will still be 16 traffic lights on Atlantic Blvd. between San Pablo Road and Monument Road.  Toney Sleiman, Robert Heekin and Mike Herzberg spoke in favor of the median U-turn vs. an overpass solution.   Atlantic Beach City Commissioner Mike Borno spoke in favor of an overpass.
