The President called the
meeting to order at 4:05 p.m.
The President called on
Council Member Yarborough to present the Invocation and the Pledge of
Allegiance.
The President called for Roll
Call.
President Davis explained the
procedures for the meeting and thanked the members of the City Council for
their diligence in dealing with the tough budget issues facing
CM Johnson moved to Withdraw her motion to remove $4 million from the Early
Literacy Program.
The motion Carried.
Council Member Johnson offered
the 1st amendment to cut $4,369,833.000 from the Early Literacy Prog. Failed

Council Member Johnson offered
a 2nd amendment to cut $840,368.00 from the
Don Brewer Prog.
Failed 3-16
Council Member Johnson offered
a 3rd cut
$159, 184.10 from the Take Stock in Children Prog and
to place $75,000 below the line for scholarships . Failed 3-15
Council Member Johnson offered
a 4th amendment to cut $9, 136,000 from the student travel budget. The motion was Withdrawn.
Council Member Johnson offered
a 5th amendment to cut $343,769.00 from the Fatherhood Initiatives Prog./ Family Involvement Initiative. Failed 3-16
Council Member Johnson offered
a 6th amendment to cut funds listed as “other matching funds from
the JCC budget. Died
from lack of a second.
Council Member Johnson offered
a 7th amendment
to cut $296,678.00 from the Workforce Training Development Institute Prog from the JCC Buget. Failed 2-15
The Floor Leader moved a SUBSTITUTE
to File 2007-813. The motion CARRIED.
The President moved to POSTPONE to the
Council meeting of September 25, 2007.

Amendment was offered to cut the monthly cost of $5 to $3 and the yearly cost of
$144 to $120. Approved
Council Member Lee offered a
2nd amendment to exclude vacant dwellings and lots. Approved
Council Member Lee offered a
3rd amendment to make sure no one will loose their homes through
methods of tax deeds or tax certificates.
Withdrawn
Council Member Jones offered
an amendment to collect fee from separate bills sent out of the Tax Collectors
office in order to save mailing costs. Approved

President Davis announced bills 2007-836 and 2007-813 will be taken up at the
Regular Council Meeting to be held September 25, 2007 at 5:00 P.M. There is a public hearing scheduled for File
2007-813 but not 2007-836. The
President adjourned the meeting at 7:25 P.M.
