JSO Assistant Chief Mark Richardson and JSO legal advisor James Burnett discussed the proposed operation of the cameras for both red light violation and speed detection purposes.  The JSO intends to place the cameras first at the most accident-prone intersections for red light running prevention, then expand to school zones and ultimately the I-295/SR 9A beltway for speed enforcement purposes.  Chief Richardson stated that the Sheriff’s intent was for the revenues derived from camera enforcement (after payment of JSO’s camera operational expenses) to be deposited into the General Fund for the City Council to allocate.

 

Motion: amend to delete reference to special revenue fund and provide that revenue is to go to the General Fund, to a separate account, after paying operational expenses – approved

 

Motion: amend to delete reference to administrative hearing officer mechanism in Ordinance Code Chapter 750 (outdated) and replace it with reference to a hearing officer authorized in Chapter 804 - approved

Chairman Hyde announced that issue of fleet management outsourcing will be deferred to the next committee meeting so that City Chief Administrative Officer Alan Mosley could be present for the discussion.

 

Mr. Hyde introduced Ron Griggs of the Health Department and stated that he had drafted, for the committee’s sponsorship and introduction, an ordinance amending the Health Department’s fee structure as discussed in previous meetings.  That ordinance should be introduced at the next Council meeting.

 

Council Director Cheryl Brown updated the committee on plans for the two public forums on crime and safety issues.  The forums will be held on Monday, November 26th at 6:00 p.m. in the Milne Auditorium at Edward Waters College, and on Monday, December 10th at 6:00 p.m. at Wayman Ministries, 1176 Labelle Street (near Normandy Boulevard and Cassat Avenue).  The event has been widely publicized to the news media, CPACs, neighborhood associations, ShAdCos, and other mailing lists, and contact has been made with the local television morning talk shows about having Chairman Hyde as a guest to promote attendance at the events.
