Chairman Hyde asked the members to carefully read the memo from the Fleet Management Division regarding out-sourcing of fleet servicing for the Sheriff’s Office.  Committee members are also urged to meet with Lisa Rinaman of the Mayor’s Office and/or Larry Peterson of the Fire and Rescue Department if they have any questions about fleet maintenance outsourcing issues.  The matter will be discussed at the next committee meeting. 

 

Chairman Hyde asked the committee members to review his memorandum dated November 1, 2007 entitled “Tackling the ‘Murder Rate’ Issue”.  He would like for committee members to volunteer to take the lead in examining and making recommendations on these issues:

 

  1. Funding for Juvenile Assessment Center – the City and state are exploring a cost-sharing arrangement to get the facility habitable again, after which there will be operating costs; Council Members M. Jones and Holt volunteer to lead this issue.
  2. “Jobs Stop Bullets” campaign – similar to the gun buy-back initiative, with private sector companies pledging to employ prisoners who have completed their sentences and are trying to reenter productive society; Council Member Hyde will lead this issue.
  3. Survey “best practices” from around the country – Council Members Joost and Yarborough volunteer to lead this issue.
  4. Hold 2-3 public hearings in neighborhoods seriously affected by crime – November 26th at Edward Waters College at 6:00 p.m., and December 10th at Wayman Community Development Corporation at 8855 Sanchez Road.
  5. Work closely with the administration on steps to support mayoral initiatives.

 

Council Member Joost suggests the addition of an item #6 – Crime Prevention Through Environmental Design (CPTED) and improved street lighting, which he volunteers to lead.

 

Chairman Hyde noted that Council Member Gaffney would be hosting a meeting on Tuesday, November 6th at 4:00 p.m. in City Council Conference Room A to discuss the city’s crime rate and what might be done to address it.

 

Charles Griggs of the Duval County Health Department presented the committee with a draft ordinance to increase a number of Health Department fees as requested by the Council during the budget adoption process.  The largest proportion of the fee increases apply to commercial and environmental activities, purposely avoiding substantial increases in individual health care fees.  The Health Department hopes to generate $750,000 in new revenue primarily in 4 areas: group facilities permits; private water system permits; septic tank fees; and swimming pool licensing and inspections.  The committee directed Mr. Rohan to meet with the Health Department and cast their proposed fees into proper legislative form under the committee’s sponsorship for the next meeting.

 

Sheriff Rutherford addressed the committee and mentioned several additional initiatives he has in mind.  His office sees the need for multi-family and single-family housing safety initiatives to keep problem tenants from moving from place to place one step ahead of the law, sometimes with the cooperation of landlords.  He informed the committee that the annual City-wide ShAdCo meeting will be held next Wednesday at the PAL facility at Ed Austin Regional Park on McCormick Road and urged all interested parties to attend.  In answer to a question, the Sheriff reported that the long-awaited Matrix management study is nearly complete and should be available within the next two weks.
