RULES COMMITTEE AGENDA MEETING MINUTES

Attendance: Committee Chair Jay Jabour; Phillip Peterson,
Office of Council Auditor; Steve Rohan, Office of General Counsel; Shirley Nulf,
Rachel Welsh, and Rick Campbell, Office of City Council; Lisa Rinaman, Office
of the Mayor
The Committee Chair, Jay
Jabour, called the meeting to order at 9:30 a.m.
At the request of the Chair,
Mr. Phillip Peterson, Office of Council Auditor, took everyone through the
marked agenda containing the suggested committee actions.
Item #1 (2005-718) is to be
deferred.
It was noted that Item #3
(2007-329) will be addressed at the joint meeting with Finance to be held
Thursday, October 18, 2007.
Concerning Item #10
(2007-1006), the Chair requested input from the Planning and Development
Department. He further indicated that he
had questions relative to home rule issues.
Ms. Rinaman requested
deferral of Item #11 (2007-1025), with the Chair giving assent.
A substitute bill for Item
#23 (2007-1092) is to be considered. It
allows the carryover of certain funds for the Duval Soil and Water Conservation
District.
In addition to the recommendation
for 2nd reading, it was suggested that Item #25 (2007-1094) be
amended to attach a revised and updated agreement.
Mr. Rohan requested to be
excused from the Rules Committee meeting due to a conflicting meeting. He stated that he would be available should
the need arise. The Chair approved the
request.
