Attendance:    Council Member Graham (Chair), Council Member Joost; Margaret Sidman,  Office of General Counsel; Janice Billy Council Auditor’s Office; Lisa Rinaman, Administration; Marilyn Allen, Legislative Services;  Steve Smith, Planning & Development; Steve Emory, JEDC; ECAs Stan Johnson, Mina Hosseini;

 

The Committee Chair called the agenda meeting to order at 1:30 p.m. and asked Janice Billy, Council Auditor’s Office, to review the agenda, indicating what items were ready for action and what items that were to be deferred.

 

On item #5, ORD 2007-1201, Approp $5,000 from Florida Tourism Industry  Marketing Corp, d/b/a Visit Florida, for the Timucuan Trail State & Natl Parks Website & Rack Cards, the Chair inquired as to whether or not there was a threshold for an appropriation amount that did not require the Council’s appropriation.  The Chair indicated that when he served on the Jacksonville Beach City Council, if the figures in appropriated matters were low, the City Manager automatically handled the matter without having to go to the City Council for a formal appropriation.  Both Peggy Sidman and Janice Billy indicated that they had discussed that concern but nothing had been cemented.

 

Items #20, 21, 22 & 23, all concerning Ad Valorem Tax Exemptions (%100) for Historic or Historic Dist Contributing Structures, were all on the agenda as emergency items.

 

The Chair requested that Greg Radlinksi, Office of General Counsel, be present at the Committee Meeting to comment on and field any questions on item #10, RESO 2207-1225, Apv Duval County Manatee Protection Plan (2006-2007 Update)

The meeting was adjourned at 1:36 p.m.
