The Committee Chair called the meeting to order at 9:30 a.m.
The Chair reviewed the agenda, citing those items that were going to be taken up and those items that were going to be deferred.
The Chair asked for an explanation on the action proposed to
be taken with item #17, ORD 2007-1204, Auth a Cross Easemt & Termination
Agreemt with San Marco Train Station.
Bob Williams, Pubic Works/Real Estate, indicated that the bill entailed
an exchange of easements between the City and San Marco Train Station,

Counsel made the point that this particular project ought not to be confused
with the
On items 20, 21, 22, & 23, all Fair Share Assessments, Dylan Reingold, Office of General Counsel, said that all of the fair share assessment contracts and legislation that we were weighing were now under a new fair share assessment system mandated by Florida Senate Bill 360.
On items #27 and #28, declaring the need to acquire parcels for drainage easements and temp construction easements in Council Districts 1, 2, 3 for Better Jacksonville Plan projects, C/M Clark remarked that he was somewhat uncomfortable with acquiring properties through eminent domain and wanted to have an opportunity to review the situation. Bob Williams will provide Council Members Clark, Bishop and Yarborough with a list of the parcels and the status of the parcels before Tuesday’s Council meeting. Mr. Williams indicated that the City was currently in the process of negotiating to acquire as many easements as possible.
