During the Public Hearing segment a representative of Miller Electric Co., applicant for the closure, indicated that the applicant was requesting a deferral on the legislation until the applicant cleared the closure with the Historical Association.  Mr. Joe Braun spoke in opposition to the bill because he felt that the closure would leave his property land-locked.  The Miller representative responded by saying that the closure would, in fact, result in Mr. Braun actually gaining more property.

There was an extensive discussion of this bill.  Attorney T. R. Hainline, representing St. Mark’s Episcopal Church and School, spoke in favor of the closure for safety reasons.  Mr. Hainline’s position was supported by the school’s head, parents of current and former students of the school. 

Neighborhood residents expressed concern that pedestrian access to the historic area would be limited.  Language was added to the amendment to insure that unobstructed, public multi use access will be maintained.

C/M Joost made a PowerPoint presentation on public safety.  He explained that the legislation was needed because research showed that many drivers routinely violate red light signals.  C/M Joost was joined by representatives of the Jacksonville Sheriff’s Office.

 

 

The amendment deletes the reference to the special revenue trust fund and corrects and Ord Code reference.
