Chairman Corrigan announced that there would be two additional items of business at the end of the regular agenda - Debbie Verges would provide the monthly update on the progress of the  Jacksonville Journey program, and an update would be given on the status of the employee group health insurance RFP.

Assistant Council Auditor Janice Billy explained that the bill increases the annual contract for school resource officers from $3.6 to $3.9 million to increase from 51 to 57 officers.  The City is paying 1/3 of the cost for the new officers because they work regular duty for the JSO during the summer months when school is not in session.  JSO Assistant Chief Dave Kaufman stated that during the summer months the officers are assigned to patrol duty.

Council Member Joost offered three additional amendments to the bill as approved by the Rules Committee to state clearly that this is the last extension, that the developer is to make an annual progress report to the Finance Committee, and that the Council shall have the right to cancel the contract with 30 day’s notice if it determines that adequate progress is not being made.  The committee discussed the determination of “adequate progress” and whether the City could impose these conditions on the contract unilaterally without the developer’s consent.  Legal counsel informed the committee that the developer and the City would have to enter into a revised agreement if this bill is approved in any form, and the developer would have the right to refuse the conditions and discontinue the project if the City’s new conditions are not acceptable.

Council Member Yarborough inquired about how this bill is affected by the Ordinance Code prohibition against introducing changes to City pension plans if the plan in question is less than 90% actuarially funded.  CFO Mickey Miller stated that the latest full actuarial study of the City’s pension plans showed the General Employee’s Pension at 79% funded in September 2007 and that percentage is surely lower today because of the steep decline in the stock markets.  Deputy General Counsel Steve Rohan stated that the bill was introduced because it was a condition of a collective bargaining agreement mutually agreed to by the City and the corrections officers’ union 3 years ago – this is the final installment of a 3-phase introduction of pension changes.  Council Member Yarborough asked about how binding the former contract is when it has itself expired as of September 30, 2008.  Council Member Joost requested the administration to calculate the financial impact of this pension amendment and to brief the Council on the overall state of all the pensions given the tremendous stock market losses of recent months.  Mickey Miller stated that he and Chairman Corrigan are planning a special 1 hour meeting with the Finance Committee specifically to discuss pension funding issues.

Coach James Day, Executive Director of the track meet, explained the uses of the funds for operational expenses of the meet and the private fundraising that pays for the scholarships awarded and administrative expenses.  The committee requested a more detailed budget and indicated its willingness to consider discharging the bill from the Finance Committee at council next week if the RCD Committee receives the additional information requested today and is satisfied that the City’s funds are being used for appropriate expenses.

The committee and Council President engaged in considerable debate about the economic impact of appropriating funds to sporting events and the importance of making this requested payment as an investment in continued good relations with collegiate conferences and teams in a position to bring future events to Jacksonville.  President Fussell and former President Corrigan stated that the City had a moral commitment to assist the Gator Bowl Association with the ticket shortfall for this game as the two entities partnered to make it a successful event and generate the maximum tourism return to the city.
