The meeting was called to order at 2:03 p.m.

 

Chairman Corrigan introduced the members of a visiting delegation of Miami-Dade County Commissioners and several members of the Miami-Dade County Auditor’s Office who are visiting Jacksonville to observe the operation of the Council Auditor’s Office and its role in the legislative process.  The chairman also announced that U.S. Senator Mel Martinez had just issued a news release announcing that Jacksonville is to be the home port of one of the nuclear aircraft carriers now home ported in Norfolk VA.  This is good news for the Jacksonville economy and our relationship with the Navy.

Council Member (and Rules Committee Chair) Webb explained that the bill had been deferred in the Rules Committee this morning after the motion to amend had failed to receive a second.  The amendment was moved and seconded for discussion (amendment attaches a revised contract amendment, clarifies that the roadway improvements are not an interchange, and deletes the scope of performance from technical amendments)

 

Assistant Council Auditor Janice Billy, James Richardson of the Housing and Neighborhoods Department and Rev. James Sampson (one of the project developers) discussed the project with the committee, including the rationale behind removing the movie theater and recreation facility from the development proposal and substituting two auto dealerships.  Committee members questioned the wisdom of relying on auto dealerships for the project’s success when the auto industry is in one of its worst financial conditions in decades.  It was noted that the City has already paid its $3 million commitment to the project. The question now is what will it take to make the project succeed and, if it does not, what will the City get back in the end (cash or property)?  Rev. Sampson stated that one of the major impediments to the project’s progress thus far is the FDOT’s failure to complete the improvements to the access road to the site, on which success depends.  The committee asked the developer and Housing and Neighborhoods Department to be ready for further discussions at the next committee meeting.

Dave Hahn of the Public Works Engineering Division explained that the $3.1 million is left over from joint City/JEA Groundworks projects that were never undertaken, primarily related to City drainage work in conjunction with JEA water and sanitary sewer projects.  The funds will be moved to the right-of-way and grounds maintenance budget to be used for projects as needed; there is no specific list of projects already developed for use of these funds.  Decisions are based on the usual evaluations of need and on citizen complaints.

In answer to a question about whether this project related to the HOPE Plaza project discussed earlier in 2008-821, Bob Williams of the Real Estate Division indicated that it was.  To the best of his knowledge this bill is not time sensitive and the committee preferred to defer a decision on this bill until it takes up 2008-821 again at the next meeting.  Mr. Williams will check on the need for immediate action on 2008-943 before the TEU Committee takes it up tomorrow and Chairman Corrigan indicated that he would be amenable to discharging the bill from Finance if TEU approves it tomorrow and if all pending questions are answered before the Council meeting next Tuesday.

The committee discussed the property list with Finance Director Mickey Miller and City Comptroller Kevin Stork.  A majority of the missing equipment is old and fully depreciated, and probably is misplaced or unidentified because of missing property tags rather than stolen.  Computers are particularly problematic because they are often swapped for other computers when repairs are needed, cannibalized for parts or shifted to other offices when new computers are purchased, often without the proper paperwork being completed to document the disposition of the equipment. Each City department has a property officer who is supposed to complete a full inventory of all assets every year; some do a better job than others.  The General Accounting Division does spot checks and inventories small samples of listed equipment each year to double check the records of the departmental inventory officers.

In response to a question from Council Member Yarborough about why the postage account was chosen to supply $30,000 of the $50,000 appropriation to the salaries account, Fred Forbes, Acting Chief of the Animal Care and Control Division, explained that the postage account is likely not the final source for the funds.  The division anticipates finding cost savings throughout the year in other areas and transferring those operational savings to replenish the postage account before the end of the fiscal year.  The committee asked for additional information on the size and uses of the postage account.

At the conclusion of the regular agenda the Chair recognized Deputy CAO Kerri Stewart to continue her presentation on auto allowances and vehicle assignment policies from the last Finance Committee meeting.  She explained that the policies of other jurisdictions and agencies surveyed vary widely, from very short and general to very lengthy and detailed.  The revised policy presented today differs from the plan distributed at the last meeting in that it eliminates the allowance for City take-home vehicles to be driven up to 10 miles outside the Jacksonville city limits.  The revised policy does not allow City vehicles (general government only – does not apply to the Constitutional officers, including the Sheriff’s Office) to be taken home to a residence outside the city.  The new policy, when implemented by the Mayor, is anticipated to save over $72,000 in the current fiscal year budget.
