Council President Fussell stated that he had met with the JAA leadership and had reached an agreement for the JAA to remove references to Craig Airport runway extension projects from the CIP in return for the City restoring the JAA’s budget to a lump sum appropriation rather than a line-item appropriation. The $500,000 appropriated in the FY08-09 budget for the Craig Airport runway extension environmental impact study is to be moved to the Council Contingency account.
AMEND to 1. Insert Revised Schedule G to include $500K contingency. 2. Correct CIP Years.

|
Council Member Hyde briefly outlined the purpose of the bill which results from part of the Jacksonville Journey discussion about the difficulties of re-integrating ex-offenders back into the community, particularly with regard to employment. The bill provides that 1) the City will consider hiring ex-offenders if they are fully qualified for the job and do not pose a security risk for the type of position, and 2) the City will ask its contractors to consider hiring ex-offenders as well. The Human Resources Division will report back within 4 months with detailed criteria and regulations for City hiring and the Procurement Division will report back in the same time frame with criteria and regulations for the contractors.
Council Members Corrigan and W. Jones requested to be listed as co-sponsors.

Fire and Rescue Department Director Dan Kleman answered several questions from the committee regarding specific departmental improvements. He indicated that there is currently no plan to expand from 1 to 2 Urban Search and Rescue (USAR)-designated stations and distinguished between 2 separate improvement projects for Station #4, one an on-going addition of a storage building for apparatus currently stored outside and the second a $640,000 renovation of the original station building.
AMEND to 1. Amend Exhibit 1 to delay 4-person staffing of apparatus at Fire Stations #41 and #56 from FY2010 to FY 2011. 2. Eliminate $640,000 additional renovation work to Fire Station #4.

|
Wight Greger and Laura Stagner of the Housing and Neighborhoods Department explained the purpose and uses of the mortgage revenue bonds and answered questions from the committee. They explained that the bonds are not a financial liability to the City in any way – they are solely payable from the revenues of the HFA and are backed by credit enhancement and bond insurance in the event of any financial shortfall. In answer to a question from Council Member W. Jones, Ms. Greger stated that there is a required 8-hour homeowner education program that all City housing assistance recipients must complete to help them understand and successfully address the responsibilities of home ownership. Council Member Davis offered the assistance of the Northeast Florida Builders Association in convening a meeting of the building and real estate communities to discuss the availability and potential uses of these bonds when the funds become available.

At the conclusion of the regular agenda the Chair recognized and introduced Rosa Beckett, the JAA’s new point person for Cecil Field development.
Finance Director Mickey Miller distributed and discussed a quarterly COJ Operating Portfolio (City non-pension investments) update for the quarter ending September 30, 2008. He explained that the City manages its investment portfolio through a committee composed of the CFO, CAO, Treasurer, Comptroller, Budget Officer and Chief Investment Officer, with the Council Auditor as a non-voting ex officio member. The City’s portfolio is divided among 10 investment managers and 2 banks. Given the state of the national and international economy, investment returns have been very poor for the past quarter.
Council Member Joost requested a comparison of the Police and Fire Pension Fund’s 8.5% assumed investment return with actual returns over the past several years and feels the Council needs a full explanation of what effect the current economic situation and investment climate is having on the City’s pension obligations. Council Member Davis suggested the need for a special meeting of the Finance Committee with representatives and managers of the two pension funds to have a serious discussion about what are realistic expectations with regard to pension funding. Chairman Corrigan proposed a meeting from 1:00 to 2:00 p.m. prior to an upcoming regularly scheduled Finance Committee meeting.
There being no further business, the meeting was adjourned at 3:06 p.m.
